الوصف الوظيفي<br>يتبع لـ: مدير المشروع<br>الموقع: الساحل الشمالي – مصر (موقع العمل)<br>الصناعة: التطوير العمراني / البنية التحتية / العقارات / المشاريع الساحلية والبحرية<br>يتولى مدير العقود الأول مسؤولية تشكيل وتطوير وتفاوض وإدارة مجموعة العقود الكاملة المطلوبة للتنفيذ الناجح لبرنامج "ساوث ميد". ويشمل ذلك الإنشاءات، والبنية التحتية، والمرافق، وحواجز الأمواج، والتطويرات الساحلية، والخلجان الصناعية، والمارينا، مع ضمان تحقيق المشروع لأهدافه من حيث التكلفة والجدول الزمني والجودة مع الامتثال للأطر القانونية والتنظيمية.<br>المسؤوليات<br>تطوير وإدارة جميع وثائق العقود بدءاً من عملية المناقصة وحتى إغلاق العقد، بما في ذلك التغييرات وحل المشكلات المتعلقة بالتصميم والإنشاءات والعقود الأخرى ذات الصلة بالمشروع. ضمان تنفيذ متطلبات وثائق العقد والحفاظ عليها طوال مدة المشروع. قيادة مراجعة وتقييم المطالبات والنزاعات والتغييرات. التفاعل مع ممثلي العميل، واستشاري إدارة المشروع، والمقاولين المعنيين فيما يتعلق بجميع المسائل التعاقدية. المساعدة في صياغة الشروط التجارية لخدمات التصميم والهندسة و/أو الإنشاءات. إعداد الجزء التعاقدي (التمهيدي) من وثائق العقد (مع مراجعة سريعة للجزء الفني) لضمان التوافق وتقليل الغموض الظاهر في الوثائق التمهيدية. إدارة العقود الجارية. التحقيق في المشكلات التعاقدية والتوصية بإجراءات تصحيحية وفقاً للعقد. إعداد المراسلات والاحتفاظ بالسجلات اللازمة لضمان الإدارة الفعالة لجميع المسائل التعاقدية. إعداد تغييرات العقود. إدارة إجراءات إغلاق العقود لضمان الامتثال لجميع شروط وأحكام العقود قبل صرف الدفعات النهائية للمقاولين. التأكد من أن جميع الضمانات والسندات والتأمينات والكفالات، إلخ، موجودة ومحدثة وفقاً للعقد. إعداد توصيات الإفراج عن مبالغ الاستقطاع والسندات للمراجعة. المشاركة في إعداد الجزء التعاقدي من تقارير التقدم الشهرية. إعداد والاحتفاظ بسجلات للتغييرات والمطالبات. حضور اجتماعات الشؤون التجارية/العقود وتسجيل محاضر الاجتماعات. قيادة أي عملية طرح مناقصات، سواء لخدمات الإنشاءات أو الاستشارات، حتى الترسية. التفاوض على العقود حتى التوصل إلى اتفاق وتوقيعها.<br>المؤهلات<br>درجة البكالوريوس في الهندسة المدنية أو إدارة الإنشاءات (يفضل الحصول على درجة الماجستير أو ماجستير إدارة الأعمال). خبرة لا تقل عن 18 عاماً في إدارة العقود داخل قطاعات الهندسة أو الإنشاءات أو البنية التحتية. خبرة مثبتة في مشاريع واسعة النطاق، بما في ذلك المشاريع السكنية ومتعددة الاستخدامات والتطوير العقاري. معرفة قوية بـ FIDIC وEPC وغيرها من معايير العقود الدولية. خبرة واسعة في إدارة العقود، ويفضل أن تكون في قطاعات العقارات والهندسة. خلفية قوية في إدارة المشاريع وقانون العقود وعمليات الأعمال. الإلمام بالقوانين المحلية والدولية التي تحكم عقود الإنشاءات والاستشارات. تعد الشهادات المهنية مثل MRICS أو PMP أو CCM ميزة إضافية.
Job Description<br>Reports to: Project Director<br>Location: North Coast – Egypt (On-site)<br>Industry: Urban Development / Infrastructure / Real Estate/coastal and Marine projects<br>The Senior Contracts Manager is responsible for forming, developing, negotiating, and managing the full suite of contracts required for the successful delivery of South Med program. This includes construction, infrastructure, utilities, wave-breaker, coastal developments, artificial bays, Marina, ensuring the project meets its cost, schedule, and quality objectives while complying with legal and regulatory frameworks.<br>Responsibilities<br>Develop and administer all contract documents from the tender process through to contract closeout including variations and issue resolution for design, construction, and other project related contracts. Ensure that the requirements of the contract documents are implemented and maintained throughout the project duration. Lead the review and assessment of claims, disputes and variations. Interact with the Client representatives, the Project Management Consultant, and relevant Contractors in respect of all contractual matters. Assist in the drafting of commercial terms for design, engineering and/or construction services Prepare the contractual (front end) portion of the contract documents (while cursory reviewing the technical portion) to ensure congruity and to minimize patent ambiguities in the front end documents. Administration of on-going Contracts. Investigate contractual problems and recommend corrective action in accordance with the Contract. Prepare correspondence and maintain records necessary to ensure the effective administration of all contractual matters Prepare Contract variations. Administer contract close-out procedures to ensure that all terms and conditions of contracts have been complied with prior to final payment to contractors. Ensures that all warranties, bonds, insurances, guarantees, etc. are in place and maintained and updated in accordance with the Contract. Prepare for review Recommendations for Release of Retention and Bonds. Participate in the preparation of the contractual portion of the monthly Progress Reports. Prepare and maintain logs for Variations and Claims. Attend Commercial/Contracts Meetings and record minutes of meetings. Lead any tendering process, whether for construction or consultancy services, until award. Negotiate contracts until agreement is reached and signature takes place.<br>Qualifications<br>Bachelor’s degree in Civil Engineering, Construction Management (Master’s degree or MBA preferred). Minimum of 18+ years of experience in contract management within engineering, construction, or infrastructure sectors. Proven experience in large-scale projects, including residential, mixed-use and real estate development. Strong knowledge of FIDIC, EPC, and other international contract standards. Extensive experience in contract management, ideally within real estate, engineering sectors. Strong background in project management, contract law, and business operations. Familiarity with local and international laws governing construction and consultancy contracts. Professional certifications such as MRICS, PMP, or CCM are a plus.
