Background</strong> Etijah is implementing the Bedayat Livelihoods Programme to support refugees, asylum seekers, and vulnerable host-community members in Greater Cairo to access sustainable livelihood opportunities. The programme provides integrated support through self-employment, wage employment, vocational training, business-development training, soft-skills development, business grants, employment referrals, coaching, and post-assistance follow-up. Given the technical complexity of these interventions and the need to ensure that programme activities are market-driven, consistent, and results-oriented, Etijah seeks to engage a qualified Technical Advisor to provide strategic and technical support to the Bedayat Programme. The Technical Advisor will strengthen the quality of livelihood interventions, support the development and application of technical tools and standards, build the capacity of programme staff, and contribute to improved employment and self-employment outcomes for beneficiaries.</p><p><strong>2. Improve the quality and consistency of services provided by trainers, consultants, service providers, and programme staff. Support the assessment of business viability, employment potential, and vocational-training relevance. Strengthen monitoring, coaching, and post-assistance follow-up systems. Build the technical capacity of project staff and volunteers. Support evidence-based programme adaptation using field findings, monitoring data, beneficiary feedback, and labour-market information. Contribute to the identification and documentation of programme lessons, challenges, good practices, and recommendations.</p><p><strong>4. Scope of Work</strong></p><p><strong>4.1 Review of the Livelihoods Programme Approach</strong> Review Bedayat s existing livelihood methodology, implementation processes, tools, and intervention pathways. Assess self-employment, wage-employment, business-development, vocational training, soft-skills, grants, employer engagement, coaching, follow-up, graduation, and exit processes. Identify technical gaps, overlaps, risks, and areas requiring standardization or improvement.</p><p><strong>4.2 Beneficiary Assessment and Livelihood-Pathway Selection</strong> Review and refine eligibility, screening, assessment, and selection criteria. Support the identification of beneficiaries suitable for self-employment, wage employment, vocational training, or other livelihood services. Review complex or borderline cases and advise on appropriate livelihood pathways or referrals. Ensure that pathway selection considers experience, technical skills, education, market opportunities, resources, protection considerations, and employment barriers.</p><p><strong>4.3 Labour-Market and Sector Analysis</strong> Review available labour-market information and identify sectors with employment and self-employment potential. Assess employer demand, recruitment requirements, skills gaps, market saturation, and business risks. Advise on relevant vocational-training specializations and sector-specific interventions. Recommend adjustment or discontinuation of interventions with limited market relevance. Support engagement with employers, training providers, business associations, and relevant market actors.</p><p><strong>4.4 Business Viability and Grant Assessment</strong> Review business plans, market assignments, proposed budgets, and grant requests. Assess commercial and operational viability, including costs, pricing, revenues, expenses, profitability, competition, customer demand, supply chains, and market access. Identify unrealistic assumptions, missing costs, and potential business risks. Review requested equipment, materials, and inputs and assess whether they are necessary and proportionate. Recommend changes to business models, budgets, procurement lists, or grant packages. Participate in grant-selection committees as a technical advisor when requested.
