مباشرةً الأول (ب)، وذلك للعاملين من داخل الجهاز الإداري للدولة، أو قضاء مدة كلية من خارج الجهاز الإداري للدولة مقدارها <strong>16 عاماً على الأقل</strong> تتفق مع طبيعة عمل الوظيفة.</span></p>
