Department Head Management Provide leadership, direction, and support to all Engineering Department Heads. Resolve cross-functional issues between departments. Ensure effective escalation and resolution of technical and operational issues. Evaluate the performance and development needs of Department Heads. Build a strong leadership culture across the Engineering Office. Engineering & Technical Leadership Utilize strong Structural/Civil and Architectural Engineering expertise to provide senior technical direction when required. Review major engineering and design issues and support appropriate technical decisions. Ensure effective coordination between Architecture, Construction, Structural, MEP, Quantity Surveying, Quality, Technical Coordination, and BIM functions. Ensure engineering deliverables are coordinated and aligned with project requirements. Promote engineering quality, constructability, cost effectiveness, and technical excellence. Support resolution of complex multidisciplinary engineering issues. Office Operations & Resource Management Manage the overall operational requirements of the Engineering Office. Develop manpower plans based on workload and business requirements. Identify resource gaps and coordinate recruitment requirements with HR. Ensure optimal allocation of engineering resources across departments and projects. Monitor productivity and utilization of engineering resources. Establish efficient workflows and processes across the office. Drive continuous improvement in engineering office operations. Project & Delivery Management Monitor the overall delivery of engineering and design outputs across departments. Ensure projects and engineering deliverables are completed according to agreed schedules, quality requirements, and priorities. Monitor risks, delays, resource constraints, and technical challenges. Ensure timely escalation of critical issues to senior management. Coordinate with project and construction functions to ensure engineering requirements support project execution. Support the resolution of major project-level engineering issues. Quality, Governance & Performance Ensure consistent application of engineering standards, policies, procedures, and quality requirements. Work closely with the Quality, Technical Coordination & BIM function to maintain technical governance. Monitor engineering performance and identify areas requiring corrective action. Review office-level quality and performance reports. Promote standardization and best practices across engineering departments. Ensure lessons learned are captured and implemented. Strategic & Management Responsibilities Support senior management in developing the long-term strategy and capabilities of the Egypt Engineering Office. Provide management with regular reports on performance, resources, workload, risks, staffing, and key engineering issues. Coordinate with relevant senior management functions in Saudi Arabia. Support organizational development and succession planning. Participate in the recruitment and selection of Department Heads and other senior engineering positions. Develop a high-performing, accountable, and collaborative engineering organization. Required Qualifications & Experience Bachelor's degree in Civil Engineering, Structural Engineering, Architectural Engineering, or a related engineering discipline. Minimum 15 years of professional engineering experience. Proven and substantial experience in managing an engineering office or multidisciplinary engineering organization. Proven professional experience in both Structural/Civil Engineering and Architectural Engineering. Demonstrated experience managing multiple Engineering Department Heads or equivalent senior engineering leaders. Strong experience in engineering office administration, operations, resource planning, and performance management. Proven experience leading multidisciplinary engineering teams. Strong understanding of the full engineering lifecycle, including Architecture, Structural, Construction, MEP, Quantity Surveying, BIM, Quality, and Technical Coordination.
