<h4>Roles and responsibilities</h4>
<h4>Business management</h4>
<ul>
<li>Helps implement annual HSE business plan objectives and targets at the program/project level</li>
<li>Contributes to ‘work winning’ by contributing to RFP responses (as required)</li>
<li>Implements the requirements of our ISO 45001 certified Occupational Health & Safety Management System (OHSMS) and provides feedback on potential improvement opportunities</li>
<li>Provides HSE support and guidance to program/project staff</li>
<li>Helps to deliver JLL’s Global Week campaign on their assigned program/project</li>
<li>Implements all new and revised HSE plans, processes, procedures, and other documents as communicated by the Senior HSE Manager or HSE Lead & Subject Matter Expert</li>
<li>Attends all MEA HSE meetings and proactively participates</li>
</ul>
<h4>Program start-up and mobilization</h4>
<ul>
<li>Acts as primary project contact for HSE matters on their program/project</li>
<li>Works with project teams to identify HSE resource requirements</li>
<li>Works with project teams to understand client HSE requirements and deliverables</li>
<li>Develops and delivers project specific documents (e.g. HSE plans, procedures, forms) using templates from the knowledge platform (KP)</li>
<li>Consults with the MEA HSE Lead & SME if client required documents are not available on the KP</li>
<li>Submits all project specific HSE documents for the required QA/QC checks</li>
<li>Conducts technical evaluations on consultant/contractor technical RFP returns</li>
<li>Reviews consultant and contractor HSE document submissions for suitability and compliance with client, legal and JLL requirements</li>
<li>Ensures a comprehensive project HSE plan is developed, and complies with JLL requirements</li>
</ul>
<h4>Project delivery</h4>
<ul>
<li>Conducts internal HSE review meetings and inspections/audits to ensure compliance with the HSE management plan and client requirements</li>
<li>Conducts inspections to monitor staff compliance to their HSE responsibilities and JLL requirements. Reports any non-compliance to the Senior HSE Manager or program/project director</li>
<li>Provides HSE advice and guidance to the program/project director</li>
<li>Manages performance of direct reports, and deals effectively with non-performance issues when needed in a timely manner</li>
<li>Conducts audits and inspections to ensure that specified HSE deliverables and contractual obligations are implemented. Deals effectively with any shortfalls in performance</li>
<li>Ensures the performance of client employed consultants and contractors is monitored against their contractual requirements, approved HSE plans, and raises any issues with the client</li>
<li>Provides HSE performance reports and presentations to the client and stakeholders</li>
<li>Ensures a structured program of training is delivered to both the project and HSE team</li>
<li>Drives a positive safety culture through recognition of important project milestones (e.g. million manhours) and individual behaviors</li>
<li>Provides project achievement details to the Senior HSE Manager or MEA HSE Lead & SME in a timely manner</li>
<li>Ensures project compliance with all JLL corporate and regional HSE requirements</li>
<li>Develops and maintains an environment of trust, diversity, and inclusion</li>
<li>Demonstrates behaviors and leadership in line with JLL core values, adhering to the code of ethics in all areas of work delivery and instills this into the whole team at every opportunity</li>
<li>Provides support, guidance and coaching to team members</li>
<li>Conducts a monthly team meeting to engage, communicate, and cascade information to team members</li>
<li>Collates program/project HSE performance data, produces a monthly performance report, and submits to the designated Senior Manager (if applicable), program/project director and client</li>
<li>Conducts project audits to validate compliance with OHSMS, project HSE plans and client HSE deliverables</li>
<li>Provides the Senior HSE Manager or MEA HSE Lead & SME with on-time HSE performance statistics, for inclusion in the monthly ExCom HSE report</li>
</ul>
<h4>Human resources management</h4>
<ul>
<li>Assists the Talent Acquisition team in identifying and selecting suitable HSE candidates</li>
<li>Engages in selection, interviewing and recruitment of project HSE candidates (below director level) with relevant project directors</li>
<li>Seeks to further the diversity and inclusion agenda and targets (including Saudization and Emiratization targets) throughout the recruitment process</li>
<li>Interprets and incorporates HSE business plan objectives into their own (and team members’) goal setting</li>
<li>Ensures timely completion of all performance management processes in Workday</li>
<li>Ensures the correct management of underperforming direct reports ensuring correct HR processes are followed and consultation at every stage is sought in a timely manner</li>
</ul>
<h4>Requirement</h4>
<p><strong>Education:</strong> Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or related field. Master's degree preferred.</p>
<p><strong>Experience:</strong> 7-10 years of progressive experience in health, safety, and environmental management, with at least 3-5 years in a supervisory or management role.</p>
<p><strong>Industry experience:</strong> Experience in relevant industry sectors (construction, manufacturing, facilities management, or commercial real estate preferred). Familiarity with contractor management and construction site safety protocols.</p>
<p><strong>Leadership skills:</strong> Proven ability to lead and develop HSE teams. Strong influence and stakeholder management capabilities across all organizational levels.</p>
<p><strong>Communication:</strong> Excellent written and verbal communication skills. Ability to deliver effective HSE training and presentations to diverse audiences.</p>
<p><strong>Analytical skills:</strong> Strong analytical and problem-solving abilities. Experience with HSE management systems, metrics tracking, and data-driven decision making.</p>
<p><strong>Technical proficiency:</strong> Proficiency with Microsoft Office Suite and HSE management software platforms. Experience with incident reporting and management systems.</p>

Health Screening and Case Identification Conduct and coordinate health screening of children participating in project activities to identify acute or chronic conditions and vision, hearing, or mobility needs. Triage identified needs and determine, within the agreed project scope, whether they are addressed directly or through referral. Support teachers, facilitators, and coordinators to recognise and flag possible health needs among children. B. Referral Management and Follow-Up Maintain an up-to-date mapping of health and specialised service providers and the applicable referral pathways. Prepare and process referrals with complete documentation and informed consent, and track each case to a confirmed outcome. Ensure that every child completing screening exits with a clear next step or a confirmed referral. Follow up with caregivers on appointments, adherence, and any barriers to accessing care. C. Coordination with Providers and Authorities Coordinate with contracted providers, hospitals, clinics, and specialised partners on access, scheduling, and case handling. Coordinate with relevant authorities and partner organisations on referral pathways for rehabilitation and assistive devices. Escalate access barriers and capacity constraints to the Project Manager. D. Documentation, Data and Reporting Maintain accurate, confidential health screening and referral records in line with data protection requirements.
