<p>The National HR Officer will be based in our Cairo, Egypt Regional Office and will be providing support and people operations for the Regional Office Cairo (MENAEE) Office, mainly with tasks related to Talent Acquisition, Contract Management and Onboarding. The incumbent will develop, gain support for, and implement the approaches needed to identify, attract, and acquire the best talent to meet WFP s business needs. The incumbent is also expected to support the delivery of a professional client focused HR service, partnering with managers to implement HR solutions in line with WFP corporate priorities. The ideal candidate has a deep passion for talent acquisition, constantly thinks about how to introduce new methods and ideas for identifying and engaging top talent; and successfully enlists support from the business for talent attraction, networking and employer branding engagement initiatives and a strong knowledge of the various aspects of talent management. Responsibilities will include supporting corporate learning & development programmes, under guidance of central Career Management team. The incumbent will be either working with Regional Talent Acquisition providing talent sourcing and recruitment support to Cairo Regional office and or be assigned to the Talent Acquisition Team to provide a remotely support to 13 Countries in Middle East, North Africa, Eastern Europe & Central Asia region (also to be based in Cairo).</p><p>Shape and enhance for an effective talent acquisition strategies for the best-in- class selection and process by using new technologies and advanced sourcing techniques such as online social media, cold-calling, networks Boolean searches and referrals to identify, attract, and hire the best talent in support of WFP strategic goals. Stay up to date on new media tools and best practice to improve talent acquisition. Handle full cycle recruitment for the positions in the MENAEE Regional Office or Country Offices. Review and streamline the recruitment process through straight forward data analysis and putting forward some simplifications to contribute to process efficiencies and improvements. Ensure timely and establish a shorter return around time for MENAEE recruitment. Research availability of gender diverse talent pools for select roles to advise & consult with recruiters & hiring managers to develop a strategy to engage and a Partner with managers to understand their specific functional staffing needs and implement solutions to meet these needs, following standard processes and ensuring alignment with wider WFP policies. Articulate WFP s employee value proposition to enhance visibility and reputation in key sourcing channels by conducting impactful and targeted employer branding activities. Build partnerships, develop and maintain strong relationships that include outreach to schools, institutions of higher learning, target diversity organizations, professional associations and other recruiting sources to ensure sourcing produces a strong talent pipeline. Contribute to preparation of a regular, accurate report (i.e., a dynamic dashboard) on the talent acquisition activities that enable informed decision-making and consistent information for stakeholders. Increase the quality of applicant flow, including both internal and external, passive and active candidates. Contribute to the effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements. Strengthening regional Learning & Development engagement and collaboration across the region, lead the community, share good case practices, and support corporate courses enrollment process and report on courses completion. Support and deliver onboarding activities to ensure new MENAEE employees have a positive experience of WFP and are successfully integrated into their new role and the organization. Share good practices region wide. The role of Associate Director, Deputy Head of Egypt, Financial Institutions ( FI ) is intended (i) to support the Managing Director, SEMED (matrix manager) on all matters relating to Financial Institutions in Egypt, and as part of a core team of deputies supporting design and implementation of the business strategy for Egypt, and (ii) to support the business of Financial Institutions in Egypt, reporting to the Director, FI MEA, and working closely with all FI Directors on all FI sector related matters. The position is operating in a dynamic environment and represents a key element within both the sector and country management.
