Role Summary:The DPM‑SME acts as the technical & process expert for delivery operations. ROLE PURPOSE Build Our Group's HR function from the ground up as the company scales from roughly 29 people today to a larger, structured team across Saudi Arabia and Egypt — with deep, hands-on command of the Saudi regulatory and government landscape.<br>KEY RESPONSIBILITIES• Design and implement core HR processes: recruitment, onboarding, policies, performance management• Ensure full compliance with Saudi Labor Law, Saudization (Nitaqat) requirements, and GOSI obligations• Manage government-facing HR processes via Qiwa, Muqeem, and other Ministry of Human Resources and Social Development (MHRSD) platforms• Oversee visa, iqama, and work-permit sponsorship for expatriate hires• Support hiring across all functions during the Year 1 growth plan (marketing, estimating, technical, sales)• Serve as the company's primary point of contact for labor-related government relations and audits• Payroll processing and salary administration.• Employee leave management and leave balance tracking.• Calculation and management of annual air ticket provisions/allowances.• Calculation and management of End-of-Service Benefits (EOSB).• Ensure all payroll, leave, ticket entitlements, and EOSB calculations comply with Saudi Labor Law and applicable regulations.<br>REQUIREMENTS & QUALIFICATIONS • 5+ years of HR experience, ideally including at least one HR function build-out from scratch• Deep, hands-on expertise in Saudi Labor Law, Saudization/Nitaqat compliance, GOSI, and Qiwa/MHRSD processes — this is a core requirement, not a preference• Proven track record managing government relations and regulatory compliance for a company operating in Saudi Arabia• Experience in a growing SME or founder-led company transitioning to structured operations• Egyptian labor law knowledge is a plus, given HR support for the Egypt office<br>LANGUAGESFluent Arabic and English required — Arabic is essential for navigating Saudi government systems.
Core Responsibilities:-Operational & Functional Excellence• Lead and oversee all engineering and construction projects across the Group.• Collaborate with department engineers to determine the project’s specifications.• Issuing request for proposal (RFP) for consultancy & management services for the new projects.• Review & approve the consultant’s contracts, invoices & variation orders.• Participate in tender procedures for new projects.• Review and approve Technical & Financial offers for tender documents submitted by the contractors.• Negotiate contracts with external vendors to reach profitable agreements.• Follow up CHG nominated suppliers / contractors and approve their invoices.• Review & approve the contractor’s contracts.• Review and approve the contractor’s IPC submitted by the project’s consultant / PM.• Monitoring the projects consultant / PM’s & follow up the contractor/s.• Coordinate with consultants, contractors, and internal stakeholders.• Evaluate progress and prepare detailed reports.• Overseeing the accounting, costing and billing.• Carrying out risk assessment & preparing the related report.• Ensure that all projects are delivered on time, within scope and within budget People & Collaboration • Developing project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility.• Participates in engineering, design, and construction review processes.• Manage the relationship with the other corporate departments.• Lead and develop the Projects & Engineering team. Customer, Patient & Stakeholder Focus • Making sure the quality standards are met considering the quality control, infection controls Compliance, Safety & Continuous Improvement• Ensure compliance with codes, standards, regulations, and HSE requirements.<br>Requirements:-• Bachelor’s degree in architecture engineering• 15 years of experience, minimum 5 years in managing projects.• Proven experience managing multiple projects simultaneously.• Comprehensive knowledge of engineering principles, construction methodologies, and project lifecycle management.
