Job Description<br><br>TITLE: Cash and Voucher Assistance Officer<br><br>TEAM/PROGRAMME: Gaza Response / Programme Operations LOCATION: Cairo and Alexandria<br><br>GRADE: 4 CONTRACT LENGTH: Until the end of June 2026<br><br>Child Safeguarding<br><br>Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.<br><br>ROLE PURPOSE: The CVA Officer is leading CVA coordinators and volunteers who are also responsible for delivering quality and timely implementation of the cash & voucher assistance, monitoring the CTP process, coordination, and representation, and, with support from Technical and Operations teams, leading on sectoral assessment on multiple funded project<br><br>The CVA Officer is expected to work closely with the Technical Advisors, MEAL, Operations, Finance, Advocacy & Communications and Safeguarding teams to ensure quality and timely implementation of CVA operations in multiple funded projects in more than one governorate.<br><br>In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.<br><br>Projects Scope<br><br>The project targets children, youth, and families affected by the emergency to meet their urgent and basic needs, through provision of multi-sectoral services including cash and voucher assistance. The program is multi-faceted and will require coordination with multiple organizations and actors including local, national, and International NGOs.<br><br>Scope Of Role<br><br>Reports to: Senior Operations Officer.<br><br>Dotted line: CVA Specialist<br><br>Supervises: CVA coordinators and volunteers<br><br>Key Areas Of Accountability<br><br> Design and Lead CVA assessments, in line with SC internal standards and processes, with support from CVA technical advisor: feasibility & risk assessment, CVA risk assessment, market assessments and need & vulnerability assessments. Coordinate with other SC thematic areas and other relevant external sector agencies, ensuring assessment findings are documented and that all assessments include a disaggregated analysis of children’s needs and vulnerabilities. Working with the Senior Operations Officer and other key members of the response team to develop CVA sector plans and master budgets and contribute to SC’s overall response objectives. Lead on the CVA sector plan revisions and implementation, focusing on identified and emerging risks, as well as prevention & response to violence for children and caregivers, referral pathways, coordination with relevant service providers, and the implementation of international standards and best practices. In close collaboration with the Senior Operations Officer and the assistance of the CVA specialist from the sector; design, pilot and supervise the implementation of the cash transfer components of the projects. Ensure that SOPs are maintained up to date and disseminated internally across relevant stakeholders, ensuring that teams are clear about the procedures to follow, the timelines and their roles. Lead on the Capacity building for partner NGOs, including ongoing coaching, follow-up, and monitoring of partners’ progress under the guidance of the Senior Operations Officer. Work with our Safety and Security Director to develop and implement effective security procedures for our specific cash transfer programming activities, ensuring that these are updated and reviewed at regular intervals and that new programmes are built around safety and security considerations. Work closely with the relevant technical advisors and MEAL team to put in place a strong CVA monitoring system including baseline, post-distribution monitoring and endline surveys to monitor and evaluate CVA processes, outputs, and outcomes. Ensure that the identified CVA risks are incorporated in the CVA program design and SoPs and that mitigation measures are put in place at program level to reduce such risks to an acceptable level. Ensure learning from projects feeds into local and global learning and that data and evidence drive operational and technical decision-making for CVA. Ensure that CVA is effectively integrated into Protection programming, notably through effective referral pathways and protocols, appropriate calculation methodologies of transfer values, and the identification and mitigation of risks. Coordinate with finance providers so transfers can be done properly and promptly. Work with the MEAL team for the management and update of the CVA program database of beneficiaries. Monitor CVA and humanitarian trends and propose program adaptations in a timely manner when relevant, focusing on identified and emerging risks, as well as prevention & response to violence for children and caregivers, internal/external referral pathways, coordination with relevant service providers, capacity building, and the implementation of international standards and best practices. Develop timely programme and donor reports on CVA activities in compliance with internal Save the Children requirements and any relevant external donor requirements. Working closely with the CO teams to identify the CVA staffing needs and support respective recruitment, induction, and training of new staff. Ensure strong accountability to beneficiaries by putting in place accountability activities, ensuring that feedback from all relevant stakeholders is considered in program design. Ensure that the humanitarian minimum standards are maintained in accordance with the Inter-Agency Standing Committees’ recommendations for CVA, the CALP Network, the Sphere Charter and Minimum Standards, and the Core Humanitarian Standards. Embed counter-fraud and ethical controls in all operational planning, implementation, and monitoring processes. Ensure compliance with donors, legal, and SCI internal controls in program delivery Collaborate with Finance and Counter-Fraud to mitigate operational risks. Role Overview The Security Systems Design Engineer is responsible for the development, coordination, and delivery of electronic security system designs and engineering documentation across commercial, industrial, infrastructure, and mission-critical projects. The role supports the Security Design & Engineering function throughout the project lifecycle, from concept and preliminary design through detailed design, construction support, testing, commissioning, and operational handover. Working under the direction of the Senior Security Systems Design Engineer and Design Manager, the role produces accurate, technically compliant, and coordinated security engineering deliverables in accordance with client requirements, project specifications, company standards, and applicable regulations. The role works closely with Security Design Engineers, Senior Engineers, BIM and CAD resources, Project Managers, consultants, contractors, and clients to ensure security systems are appropriately integrated into the wider project design and can be successfully delivered and maintained.2. Key Responsibilities A. Security Systems Design• Develop and produce engineering designs for CCTV & Video Surveillance, Access Control (ACS), Intrusion Detection (IDS), Perimeter Intrusion Detection (PIDS), Intercom & Emergency Communication, Video Management (VMS), PSIM, Security Command & Control, Security Operations Centres (SOC), Visitor Management, and Integrated Security Platforms.• Prepare and contribute to Basis of Design (BoD), Functional Design Specifications (FDS), Detailed Design Packages, Technical Specifications, Security Schematics, Equipment/Device Schedules, Network Architecture Diagrams, Bills of Materials (BOM), Cause-and-Effect Matrices, and Security Programming Matrices.• Ensure engineering deliverables are accurate, coordinated, technically compliant, and aligned with approved design requirements.• Escalate complex technical issues, design risks, and deviations to the Senior Security Systems Design Engineer or Design Manager as appropriate. C. Technical Documentation• Prepare and maintain design reports, technical specifications, equipment/device/cable schedules, security schematics, network architecture diagrams, system block diagrams, interface documentation, Bills of Materials, and technical submissions.• Ensure documentation is produced in accordance with company templates, project standards, document control procedures, and client requirements.• Maintain revision control and ensure design changes are accurately incorporated into project documentation. D. Multidisciplinary Design Coordination• Coordinate security system designs with Architectural, MEP, ICT, General Contractor, BIM, CAD, and Project Delivery teams.• Participate in multidisciplinary coordination meetings and technical workshops.• Coordinate security device/equipment locations, containment routes, cable pathways, equipment rooms, security control rooms, server/communications rooms, power requirements, network interfaces, and architectural requirements. E. BIM & CAD Coordination• Work closely with BIM and CAD resources to ensure security engineering requirements are accurately incorporated into project models and drawings.• Review Auto CAD drawings, Revit models, security layouts, equipment layouts, riser diagrams, schematics, and coordination drawings.• Provide technical information and design direction to CAD and BIM resources where required.• Ensure security design information is correctly represented within project BIM and CAD environments.• Support the Senior Security Systems Design Engineer in reviewing design deliverables prior to client submission. <li>Developing decision intelligence roadmaps, where you envision and optimize the client’s journey from their burning platform today to a state of end-to-end supply chain orchestration, agility, and resilience enabled through decision intelligence.</li>
<li>Leading the way in the solution design of decision intelligence ‘skills’ through creative thinking and translating business needs into functional, UI/UX, and technical detailed requirements, and onwards into a working solution.</li>
<li>Leading the way in the solution implementation of decision intelligence ‘skills’ using well-structured project accelerators such as user journeys, sprint plans, solution backlogs, and more.</li>
<li>Coordinating small teams (e.g., 3 to 5 people) of expert roles (e.g., Skill Builders, UI builders, and Decision Intelligence Functional Experts) located in different geographies.</li>
<li>Applying data analytics best practices across the different project phases and activities with a strong focus on simplicity, scalability, efficiency, and transparency.</li>

<p>You need:</p>

<li>Preferably a master's degree with a specialization in supply chain management, operations research, computer sciences, optimization techniques, production management, logistics, or equivalent.</li>
<li>7 to 12 years of professional experience in a supply chain meets data and analytics context, combining both functional and technical skills.</li>
<li>Any prior exposure to decision intelligence is an asset, either as an end-user, an implementation consultant, or product specialist. If not, you have been exposed to solutions such as Aera Technology, Anaplan, c3.ai, Snowflake, Alteryx, and others.</li>
</ul>
<h4>Preferred skills:</h4>
<ul>
<li>Very strong data management skills: well-versed in ETL and relational databases; proficiency in SQL and DBA; Java experience is a plus.</li>
<li>Proven data visualization experience: UX design, dashboard design, process modelling, business rule modelling.</li>
<li>Theoretical or operational experience in supply chain, control towers, and decision intelligence (including data science) is a key asset (commonly referred to as S&OE).</li>
<li>Team player with intellectual curiosity and drive to continuously learn. Proven track record of leading small teams of 3 to 5 people.</li>
<li>Strong communication skills and fluency in English. Good knowledge of an additional language is an advantage.</li>
