In terms of policy and partnership development, UNDP is establishing new partnerships with new partners and both local and global levels.</p><br> <p>UNDP is also keen to strengthen already developed partnerships with different organizations and initiatives that support UNDP mandate.</p><br> <p>In line with this mandate, the Inclusive Growth and Innovation Team is implementing a project supported by the Government of Japan that aims to strengthen youth-led green entrepreneurship by providing incubation, mentorship, access to finance and markets, and fostering Egypt–Japan cooperation in innovation and climate-smart economic development.</p><br> <p>This assignment is part of UNDP Egypt’s Inclusive Growth and Innovation Team, which designs and implements programmes that foster entrepreneurship, digital inclusion, and governance reform. The Project Associate will support the implementation of the Team’s portfolio, including the Government of Japan-funded initiative on youth-led green entrepreneurship, by providing programme and project support services, ensuring high-quality delivery, and contributing to innovation-driven solutions that strengthen resilience and empower communities.</p><br> <p><strong>Duties and Responsibilities</strong></p><br> <p><span>Under the overall supervision under the overall supervision of the Assistant Resident Representative, Inclusive Growth & Innovation Team Leader and the direct supervision of the Project Specialist, the Project Associate will:</span></p><br> <p><span><strong>Support the project team to ensure effective project planning and implementation. Org. Setting and Reporting<br>This position is located in the Regional Office for the Middle East and North Africa (ROMENA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the Administrative and Finance Officer/ Operations Manager and the overall supervision of the Representative, ROMENA. For more information on UNODC, please visit the website at www.unodc.org<br> Responsibilities<br>Within delegated authority, the Procurement Assistant will be responsible for the following specific duties: • Review, record and prioritize purchasing requests and obtain additional information/documentation as required; provide assistance to requisitioners in preparing scope of work and specifications of goods and services; propose product substitutions consistent with requirements to achieve cost savings; determine the availability of funding sources. • Identify and recommend sources of procurement, interview potential suppliers. • Produce tender documents: Invitations to Bids, Requests for Proposals and Requests for Quotation based on the nature of the requirements and cost of procurement involved. • Prepare procurement processes, including the drafting of RFQ, ITB and RFP documents, receipt of quotations, bids or proposals, and their preliminary evaluation. • Assist in the preparation of purchase orders and contracts, preparation of recurring purchase orders for contracting of services. • Contribute to maintain relations with UNODC vendors and support vendors register in the UNGM and Umoja systems and maintain the filing system at the Procurement Unit. • Prepare abstracts of offers and compile data contained in quotations, proposals and bids to determine which supplier can deliver the required goods/services at the best terms and lowest costs possible with due consideration to quality, delivery time, prompt payment and other discounts, transportation costs, etc. • Enter negotiation of terms and conditions of orders under the guidance of Procurement Officers; obtain credit and other information on proposed suppliers. • Finalize purchase orders and contracts for approval by the Procurement Officer, prepare submission to the Contracts Committee for review and subsequent approval by the authorized official. • Resolve issues/problems related to delivered goods, including discrepancies between purchase orders and items/quantities shipped or received; prepare and sign Return to Vendor forms for unacceptable and/or damaged goods received. • Maintain relevant internal databases and files; keep track of any contractual agreements, direct provisioning contracts, etc. and inform affected users of contractual rights and obligations. • Research, retrieve and present information from a variety of internal and external sources on sources of supply, vendors by commodity, etc., as well as obtain specifications for new products and equipment on the market. • Prepare Piggy Backing forms for LTAs and obtain the needed approvals, ensuring that the LTA’s database is up to date and follow up on the requirements not to exceed the approved amounts. • Ensure implementation of operational strategies, focusing on achieving the following results: Provision of inputs to procurement processes and mapping, and elaboration of internal Standard Operating Procedures (SOPs) on procurement and logistics, in consultation with the direct supervisor and office management. • Provide effective control of supporting documents for all types of contracts. • Maintain hard and e-filing systems ensuring safekeeping of confidential materials/documents. • Compile and prepare briefings and presentation material for UNODC colleagues, background information and documentation for meetings. • Support on processing Procurement processes related to the services at UNODC Cairo Office. • Prepare procurement reports from SAP/ ERP Modules as required. • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assist with visualizations and updating information material such as web pages or brochures. • Perform other work-related duties as required.<br> Competencies<br>• Professionalism: Knowledge of procurement policies, processes and procedures and of purchasing and accounting techniques. The Finance Associate promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations</p><br> <p>The Finance Associate works in close collaboration with the Operations, Programme, and projects’ staff in the CO and with UNDP HQ and GSSC staff to exchange information and resolve finance-related issues.</p><br> <p>UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Support administration and implementation of operational strategies and adapt processes and procedures:</b><br> • Ensure CO financial processes, financial records and reports, and audit follow-up comply with UNDP Programme and Operations Policies and Procedures (POPP). Implement effective internal control framework.<br> • Support office management in preparing and reviewing CO finance business processes mapping and elaboration of the content of internal standard operating procedures in finance in consultation with the direct supervisor and office management.<br> • Provide input for implementation of cost-saving and reduction strategies in consultation with the office management.<br> • Routinely monitor financial exception reports for unusual activities and/or transactions; and investigate anomalies or unusual transactions. Inform senior CO management and other UNDP staff at Headquarters of the results of the investigation when satisfactory answers are not obtained.<br> </p><br> <p><b>2.) Support administration of budgets of CO management projects, and functioning of an optimal cost-recovery system:</b><br> • Provide researched information for planning and status of financial resources of the CO.<br> • Prepare and modify budgets for UNDP management projects and Common Service projects.<br> • Assist in the preparation of required budget revisions (ensuring multiyear budget revision) within the unit at required period and timely securing of ASLs.<br> • Prepare timely cost-recovery/DPC bills in ERP for the services provided by UNDP, implement the revenue tracking system, and follow up on cost recovery.<br> </p><br> <p><b>3.) Provide accounting and administrative support to the Finance unit:</b><br> • Support proper control of the supporting documents for payments invoices and proper document management including systematic archiving. <br> • Prepare financial reports for projects and management funds/budget balance; and prepare all types of invoices.<br> • Maintain the internal expenditures control system which ensures that invoices processed are matched and completed, transactions are correctly recorded and posted in ERP, and travel claims and other entitlements are duly processed.<br> • Coordinate and review allocated General Ledger and sub-ledger accounts and support timely project closure.<br> • Answer inquiries from UN agencies with supporting documents and take timely corrective actions on erroneous data in ERP and on unposted invoices, including the invoices with validation errors, match exceptions, and/or unapproved invoices. Prepare financial reports as required. Provide timely response to HQ requests to resolve financial data issues. <br> • Maintain the Accounts Receivables for UNDP projects.<br> • Ensure timely recording, reconciliation, and submission of VAT claims to the relevant TAX authority and following up on VAT reimbursements.<br> </p><br> <p><b>4.) Ensure proper CO cash and Treasury management functioning:</b><br> • Timely review of cash position for local accounts to ensure sufficient funds for disbursements and maintain liquidity level approved by Treasury. Identify and record receipts and create deposits for revenue application on a timely basis. <br> • Identify and record contributions & Deposits<br> • Prepare timely and accurate bank reconciliations and provide documentation to GSSC according to service level agreement. Initiate bank transfers and deals in ERP. <br> • Timely preparation of monthly cashflow forecast to ensure sufficient cash balance in local bank account. Liaise with participating UN Agencies to obtain disbursement estimate of their cash requirement.<br> • Oversee multiple bank accounts associated with UNDP operations.
