The role will act as the Client’s HSE representative, ensuring EPC contractors adhere to project HSE requirements, statutory regulations, and international standards, while embedding a zero-incident safety culture throughout all project phases from construction through commissioning and handover.<br>Roles & Responsibilities HSE Strategy & Compliance<br>Develop, implement, and continuously improve the Project HSE Management Plan (HSE) aligned with project scope, contractual requirements, and regulatory frameworks. Ensure compliance with national regulations, statutory approvals, and international standards (ISO 45001, ISO 14001, IFC/World Bank EHS Guidelines). Establish project-wide HSE policies, procedures, KPIs, and governance frameworks consistent with Bilfinger and client requirements. Integrate HSE considerations into design reviews, constructability assessments, and project planning stages.<br>PMC Oversight & Contractor Management<br>Act as Owner’s Engineer (PMC) for HSE, overseeing EPC contractors’ HSE performance across all work packages. Review and approve contractor HSE plans, method statements, risk assessments (HIRA/JSA), and emergency response plans. Ensure alignment of contractor execution with approved HSE procedures, project schedules, and quality benchmarks. Drive contractor accountability through HSE audits, performance reviews, and compliance tracking mechanisms.<br><br>Risk Management<br>Lead project-wide hazard identification and risk assessment processes (HIRA, HAZID, TRA) for all phases of execution.
