<strong>Documentation Management</strong><br>

<li>Manage the complete QA/QC documentation cycle ensuring proper recording, tracking, filing, and retrieval of all quality records.</li>

<li>Review and monitor Inspection Requests (IRs), Material Inspection Requests (MIRs), Method Statements, Material Submittals, RFIs, Mock-ups, and Testing Reports.</li>

Grounded in a theory of change that emphasizes gender-responsive, tailored capacity building; sector-specific technical development; mentorship; inclusive market access; and early-stage growth capital, the program aims to strengthen microenterprise performance and promote improved financial planning, saving practices, and child-sensitive household financial management. By addressing discriminatory gender norms and ensuring equitable participation and benefits for women and youth, the project seeks to enable households to sustainably grow their enterprises, generate predictable income, and reinvest in their children’s education, health, and overall well-being, ultimately contributing to long-term resilience and sustainable economic empowerment.<br><br>Implementation will be delivered through a local incubator to deliver all business mentorship and capacity-building aspects and community-based organizations (CBOs), which will serve as hubs for coaching and market linkage support. In coordination with the CO HR team, lead and support recruitment processes and ensure that program/projects are adequately staffed. Manage and motivate program staff to perform highly in their respective roles and responsibilities. This will include leading on staff structure, recruitment, performance management and implementing staff wellbeing policies. Budget Management and Compliance Manage program financial processes in close cooperation with the Finance team and in line with SCI finance policies and procedures. Link budget to results: Track how spending contributes to achieving targets. Cash flow planning: Anticipate payment delays and manage liquidity. Responsible for financial management of program budget; forecasting, planning, tracking of expenditures, and burn rates. Ensure expenditures are approved and in accordance with the budget lines and payment milestones Ensure sub-grants and contracts are managed in line with SCI’s award policies. Ensure that SCI regulations are communicated to the program staff and that all activities meet SCI’s requirements financially and technically. Monitor, update, and adapt the budget in response to market fluctuations and payment milestones. Oversee grant and micro-loan disbursement mechanisms (seed grants) and ensure compliance with seed-funding SOPs and social contract requirements. Technical Assistance and Capacity Strengthening Provide technical oversight on livelihoods, financial inclusion, and entrepreneurship development. Provide technical oversight on the value chain connections and participants' selling channels. Recruit and manage all technical consultations in close coordination with the PDQ technical team Lead and manage the incubation program of the participants, and oversee the incubator service provider who will provide the services. Lead the interventions provided to the participants by the national partner on coaching, mentoring and seed fund provision. Support capacity building for project staff and partners on adaptive management, gender integration, and child safeguarding. Ensure MEAL systems are aligned with RBF requirements and performance-based reporting. Human Resources support Recruit, manage, and motivate project staff to deliver high-quality results. Implement performance management and staff well-being measures, especially during intensive learning cycles. Foster a collaborative and inclusive team culture. Utilize the Performance Management System linked to payment milestones, define expectations of staff members, develop work plans and improvement plans as needed, and provide technical support for staff development. Ensure communication and mainstreaming SCI policies and procedures as well as accountability and child participation practices, throughout the program activities. Representation and Networking Represent SCI in coordination meetings with government, donors, and private sector stakeholders. Advocate for gender-responsive and child-sensitive economic empowerment approaches. Ensure visibility of project achievements through communication products and events. Safeguarding, Risk, and Compliance oversight: Support the implementation of child safeguarding policy within the project cycle, including identifying and addressing risks to children that are caused/exacerbated by project design and intervention. Ensure that project activities are safe for children and that all steps are taken to ensure their meaningful and safe participation. Maintain the project risk register and implement mitigation actions (including GBV, child protection, inflation, and market dynamics), in coordination with all departments. Partnership & Localization Coordinate with business incubators, CBOs, and private sector actors to deliver technical training, mentorship, and market linkages. In response to these growing needs, the WGSS Programme continues to provide life-saving and comprehensive GBV and reproductive health services for refugee women and girls in Egypt, regardless of nationality or legal status.</p><p>Etijah currently manages 13 Women and Girls Safe Spaces across seven governorates (Giza, Qaliubiya, Sharqeya, Damietta, Aswan, Alexandria, and Cairo) funded by UNFPA in partnership with the Ministry of Youth and Sports. These Safe Spaces provide secure and supportive environments where women and girls can access integrated services, build social connections, and strengthen their resilience. The programme adopts a survivor-centered and multisectoral approach that includes:</p><ul><li>GBV case management and safe referrals to specialized services</li><li>Psychosocial support and mental health interventions</li><li>Sexual and reproductive health awareness and referrals</li><li>Distribution of dignity kits and menstrual hygiene products</li><li>Community outreach and awareness-raising sessions on GBV and reproductive health</li><li>Livelihood and social empowerment activities for women and girls</li><li>Cash assistance support for women at risk and survivors of violence</li></ul><p>To promote healing, self-expression, and psychosocial wellbeing, the programme also utilizes creative and community-based approaches such as theatre, storytelling, music therapy, and art therapy. These activities create safe opportunities for women and girls to discuss sensitive issues, rebuild confidence, and strengthen community support networks. The programme additionally organizes community mobilization and awareness events in collaboration with UN agencies, local authorities, and humanitarian partners to strengthen access to information and services for refugee and vulnerable communities.</p><p>Duties and Responsibilities</p><ul><li>Conducting best interest assessment interviews and draft relevant reports to assess the GBV survival s needs.</li><li>Making referrals to and coordinating with partner organizations; responsible for keeping a track of all referrals sent and the feedback received.</li><li>Following up and monitoring on individual cases of refugee s women at risk.</li><li>Ensuring Case Management is implemented and in-the line with donor requirements and guidelines.</li><li>Support the project team in developing the project activities and the monthly plan for safe space activities</li><li>Outreach the target group through different activities and responsible for registration of the SS activities depending on the cases need and plan</li><li>Develop monthly reports on case load, reflecting the progress in the project implementation, highlight success cases and document challenges encountered during the implementation of activities.</li><li>Ensure that the activities are implemented in a full respect to GBV survivals</li><li>Facilitate, when necessary, orientation sessions, workshops, follow up visits and other activities for the project;</li><li>Co-facilitate different psychosocial support sessions and awareness sessions for the targets groups with other Psychosocial Activities team members.</li></ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><ul><li>Educational Background: Psychology, Sociology, Development, Political Science, related studies or relevant work experience.</li><li>Essential: Minimum 2 years of previous relevant experience in working with GBV survivals in general and refugees in particular.</li><li>Excellent drafting, interpersonal, interviewing and communication skills</li><li>Demonstrated ability to work with highly vulnerable groups</li><li>Awareness about the security context and political situation in Egypt for refugees</li><li>Able to work effectively within a team and/or individually</li><li>This is a field job, candidate must be willing to work in the field effectively</li><li>Well organized with strong time-management skills</li><li>Ability to work under pressure</li><li>Desirable: Previous experience working with NGOs and in refugee-related contexts.</li></ul><p></p></section>
