<p>1. Role Purpose The Fire Chief is to provide strategic leadership and operational management for the Fire Department to ensure effective protection of life, property, and the environment. Acting as the key link between technical strategy and departmental execution, the Fire Chief translates the guidance of the Fire Business Partner into actionable emergency response protocols, rigorous training programs, and efficient resource allocation. This role ensures that the department maintains a constant state of combat readiness while strictly adhering to international fire safety standards and regulatory requirements. 2. Key Responsibilities The Key Responsibilities for a Fire Chief reporting to a Fire Business Partner focus on executing operational excellence while aligning with high-level technical guidance. • Incident Command & Management: Assume ultimate command at major emergency scenes, including fire suppression, hazardous materials mitigation, and rescue operations. • Operational Readiness: Ensure all fire personnel, vehicles, and equipment are in a constant state of combat readiness through rigorous inspection and maintenance programs. • Technical Implementation: Execute technical fire safety strategies and engineering standards developed by the Fire Business Partner to ensure organizational compliance with NFPA or equivalent codes. • Training & Development: Oversee the design and delivery of specialized training programs and drills to enhance the technical proficiency and safety of the fire team. • Risk Assessment: Establish ongoing programs to identify and assess fire hazards across all facilities, combustible commodities, and equipment. • Reporting: provide the Fire Business Partner with detailed technical reports on incident responses, equipment efficiency, and personnel performance metrics. • Protection of Assets: To minimize injury, loss of life, and property damage through rapid, effective fire suppression and rescue operations. • Operational Excellence: To oversee the day-to-day administration and logistical readiness of firefighting personnel and equipment. • Technical Compliance: To implement and enforce safety codes and technical fire engineering standards as directed by the Fire Business Partner. 3. Decision Authority 1. Operational & Command Authority • Incident Command: Absolute authority to dictate tactical maneuvers, resource deployment, and safety protocols during emergency incidents. • Evacuation Power: The authority to order immediate evacuations of buildings or zones when an imminent threat to life or safety is identified. • Emergency Interruption: Authority to shut down hazardous industrial processes or equipment that pose an immediate fire risk or violate safety codes. 2. Personnel & Team Management • Deployment & Assignment: Authority to assign shifts, designate roles, and mobilize personnel based on operational requirements. • Performance Management: Authority to recommend promotions, disciplinary actions, or commendations for fire department staff. • Competency Validation: Decision on whether an individual firefighter is technically fit for duty or requires immediate removal from the line for retraining and recommend disciplinary actions • Training Approval: Authority to mandate specific drills, simulations, and technical training sessions to maintain team certification levels. 3. Resource Authority • Asset Management: Authority to relocate firefighting apparatus (trucks, pumps, specialized tools) across different sites as needed. 4. <p>The Fire Shift Leader is the "First Responder" lead, responsible for the immediate execution of fire and rescue services during a specific shift. This role focuses on real-time readiness and team supervision, ensuring that the crew, vehicles, and equipment are prepared to respond within target times. Key Responsibilities </p><p>Frontline Incident Command</p><p> • Initial Response: Take command of the scene as the Initial Incident Commander until relieved by a more senior the Fire Chief. </p><p>• Tactical Deployment: Direct the shift crew in fire suppression, search and rescue according to established Standard Operating Procedures (SOPs). </p><p>• Radio Communications: Manage all emergency communications between the incident site and the control room/dispatch. Shift Readiness & Inspections </p><p>• Daily Handover: Conduct shift handovers to ensure all ongoing issues, faulty equipment, or site hazards are communicated to the incoming crew. </p><p>• Apparatus Checks: Supervise the handover check of fire engines, pumps, and specialized tools, reporting any defects immediately to the Fire Chief. </p><p>• PPM Execution: Oversee the shift’s participation in Planned Preventative Maintenance (PPM) for onsite fire hydrants, extinguishers, and hose reels. Crew Supervision & On-the-Job Training </p><p>• Drill Instruction: Lead daily "toolbox talks" and practical mini drills (e.g., ladder pitches, hose runs, SCBA donning) to keep skills sharp between major training sessions. </p><p>• Performance Monitoring: Observe and coach firefighters during daily tasks, ensuring high standards of discipline, turnout time, and PPE compliance. </p><p>• Wellness & Safety: Monitor the physical and mental well-being of the crew during the shift, ensuring hydration and recovery after strenuous activities. Documentation & Reporting </p><p>• Shift Logs: Maintain a detailed Shift Logbook recording all activities, incidents and equipment tests. </p><p>• Incident Reporting: Complete initial "After-Action Reports" for any minor incidents or near-misses occurring during the shift. </p><p>• Inventory Control: Monitor and report on the usage of consumables (foam, & breathing air) to ensure the Fire Chief can maintain stock levels. </p><p>3. Tactical Decisions. </p><p>• Initial Response: Authority to lead the initial attack on a fire and position vehicles according to standard drill procedures. </p><p>• Immediate Personnel Safety: Authority to order a team to retreat if a life threatening change occurs in the immediate environment. </p><p>• Tactical Response: Choosing the specific firefighting techniques, extinguishing agents, and rescue methods to be used during an active emergency and the case standard scenario. </p><p>• Safety Intervention: Authorized to stop any unsafe act or training exercise on the spot to prevent injury to the crew. </p><p>• Minor Resource Allocation: Authority to request immediate assistance from onsite security or medical teams during a response. </p><p>2. Routine Administrative Decisions. Daily Roll Call: Authority to assign specific tasks (e.g., driver, nozzleman) to the firefighters present during the shift. Routine Inspections: Authority to conduct daily checks on equipment and report deficiencies (without authority to bypass repair protocols). 3. Restrictions (Areas where the Shift Leader has NO authority). NO Financial Authority: Cannot approve any spending or procurement; all requests must go to the Fire Chief. NO Policy Changes: Cannot modify Standard Operating Procedures (SOPs) or safety protocols.</p>
<p><strong>PURPOSE</strong></p><p>Responsible for leading the Procurement and Logistics team, driving for procurement efficiency of APMT in SCCT while driving engagement and excellency as Procurement professionals. Core focus is on enabling agility and reliability of our Terminal operations to deliver a valuable customer experience.</p><p>The position is responsible for overseeing procurement and logistics activities, ensuring timely and cost-effective sourcing of goods and services, and driving optimal supplier performance to support operational efficiency and value for money To achieve this key focus will be on developing and implementing a strategy to ensure the function is operating in line with the objectives of SCCT terminal and the regional procurement organisation to add value, mitigate supply chain risks and deliver cost savings. Furthermore, it requires to develop and maintain strategic supplier relationships and manage the development of contracts, contractual relationships, and contract management to deliver continuous improvement in delivery of goods and services by the supply base. Lead and manage the team in SCCT to ensure high engagement, development of talent and work alongside the leadership team in contributing to overall business objectives.</p><p><strong>PRINCIPAL ACCOUNTABILITIES</strong></p><ul><li><p>Owner of maximizing performance alignment and career growth of the SCCT Procurement team and talents throughout consistent, regular and valuable performance and career conversations, enabling high individual engagement and meaningful contribution. </p></li><li><p>Manages SCCT OPEX spend portfolio. Adapts, implements, and executes Global, Regional and Terminal Procurement strategy and within any element of procurement, category or spend area. Guides the team to run complex procurement projects successfully across a wide range of functions and through one or more teams of procurement professionals. </p></li><li><p>Enable and support APMT CAPEX initiatives across the Terminal together with the Global APMT Procurement team to achieve competitiveness and timely delivery of milestones and commitments (with governments, authorities, etc.). Responsible of Procurement team’s tender results, stakeholder management, evaluation, and supplier selection. Ensuring proper vendor evaluation and determination of most cost-effective solutions related to the project/initiative. Install adequate processes and controls to achieve transparency in procurement policies for supplier selection. </p></li><li><p>Drives the plan to achieve P&L savings and Cost Improvement plans in the Terminal. Leads the team to reach improvement on overall times of the supply chain process from Purchase Request (PR) approval to product/service delivery.</p></li><li><p>Drives and establishes frameworks to improve and maintain compliance on sourcing, supply chain and contract processes. Propels adherence and institution of methodologies to maintain a proper and continuous alignment with internal policies, code of conducts, segregation of duties, Control Manual and Procurement Standards procedures. </p></li><li><p>Develops and implements a collaboration plan with Asset Maintenance (AM) in the Terminal to optimize supply chain, improve spare parts availability, inventory management, improving inventory turn and delivery times. Join forces with Asset Maintenance to ensure proper inventory control system is in place to carefully monitor stock positions, reorder levels & obsolescence of stock. Cooperates with warehouse teams to ensure stock of critical material is kept at hand to minimize urgent purchases. Responsible for the logistic/import process of services, spare parts and equipment sourced abroad throughout the Terminal. </p></li><li><p>Maintains rapport and strong business relationships with vendors in the Terminal. Evolve strategic suppliers in the Terminal – aligned with Global Supplier Relationship Management program - allowing for higher valuable set-ups and performance management enabling supply chain efficiencies, high deliverable of On Time – In Full (OTIF), issue resolution and reliable and visible lead teams.</p></li><li><p>Liaises within Procurement team and different functions on a regional and/or global level to mature the overall function, finding opportunities to consolidate spend across regions ensuring spent is leveraged in the most efficient way. <h2><strong>Job Description</strong></h2><p>•Responds to all emergencies in the port and renders assistance. Responds as an Emergency Team member in cases of accident, fire, oils/chemical spill or other incidents in the port or surrounding area.</p><p>• Performs various duties and activities related to safety responsibilities for the port.</p><p>•Conducts safety inspections of work areas, advising supervisory personnel of observed safety hazards, violation of safety rules and regulations, and prepares safety inspection reports for the head of department.</p><p>•Advises supervisory personnel of appropriate personal protective equipment for workers.</p><p>•Investigates work related injuries, following trends, conducting thorough investigations, safety violations and recommending various solutions, including better communications, training, modifications to work methods or equipment, and the like.</p><p>•Keeps records of all inspections and investigations, for both fire and safety matters.</p><p>•Assists with training instruction for company personnel in health/safety related areas.</p><p>•Chairs the preliminary investigations of accidents.</p><p>•Instruct and demonstrate pre-job safety talk to insure all reported team working in safe positions.</p><p>•In Emergency cases, and incidents help and instruct investigation team as the technical advisor at site of incident.</p><p>•Keeping up to date with new legislation and safety standards.</p><p>•Providing specialist advice and information on safety to SCCT staff and advising on changes required.</p><p>•Providing practical guidance and contemporary advice to staff, visitors and terminal user’s.</p><p>•Providing training and educational support to employers and new/trainee employees.</p>
