<p><strong>Job Title:</strong> Procurement Specialist / Officer</p><p><strong>Department:</strong> Procurement / Purchasing</p><p><strong>Reports To:</strong> Procurement Manager</p><h3><strong>Job Purpose</strong></h3><p>The Procurement Specialist manages the end-to-end purchasing process for construction materials, site consumables, and administrative supplies. The focus is on commercial efficiency, cost reduction, timely delivery, and maintaining an optimized supply chain.</p><h3><strong>Key Responsibilities</strong></h3><ul><li><p>Receive and process Material Requisitions (MRs) from various project sites.</p></li><li><p>Source reliable suppliers for bulk materials (e.g., cement, steel, bricks) and finishing materials.</p></li><li><p>Conduct market research to identify cost-saving opportunities and alternative materials.</p></li><li><p>Negotiate pricing, payment terms, and delivery conditions with vendors.</p></li><li><p>Issue Purchase Orders (POs) and track payments/invoices with the Finance department.</p></li><li><p>Coordinate with Site Storekeepers to verify delivered quantities and handle returns or discrepancies.</p></li><li><p>Maintain updated databases of active suppliers, price lists, and delivery lead times.</p></li></ul><p></p><p><strong>Requirements</strong></p><p></p><h3><strong>Job Requirements &amp; Qualifications</strong></h3><ul><li><p><strong>Education:</strong> Bachelor’s degree in Business Administration, Commerce, Supply Chain, or a related field. <h3>Key Responsibilities:</h3><ul><li><p><strong>Site Execution &amp; Supervision:</strong> Manage and supervise daily on-site construction activities, ensuring work is executed in strict accordance with approved shop drawings, technical specifications, and the project schedule.</p></li><li><p><strong>Work Inspection &amp; Handover:</strong> Inspect and receive all work packages completed by subcontractors and labor forces, ensuring full compliance with quality standards and engineering codes prior to consultant handover.</p></li><li><p><strong>Subcontractor Management &amp; Invoicing:</strong> Monitor subcontractors' progress and performance, review their executed quantities, and prepare their periodic payment certificates (invoices) accordingly.</p></li><li><p><strong>Quantity Surveying (QS):</strong> Perform accurate, detailed quantity surveying and measurement of all executed on-site works (concrete, masonry, finishes, etc.) and cross-reference them with contract drawings.</p></li><li><p><strong>Client Invoicing:</strong> Prepare, review, and compile periodic and final payment applications (client invoices) and follow up on their approval to ensure healthy project cash flow.</p></li><li><p><strong>Coordination &amp; Reporting:</strong> Coordinate effectively between upper management, the project consultant, and subcontractors to resolve any technical discrepancies or site obstacles.</p></li></ul><p></p><p><strong>Requirements</strong></p><h3>Qualifications &amp; Requirements:</h3><ul><li><p><strong>Education:</strong> Bachelor’s Degree in Civil or Architectural Engineering from an accredited university.</p></li><li><p><strong>Experience:</strong> Minimum of 1-3 years of proven experience as a site engineer in construction projects (experience in <strong>repair </strong>projects is preferred).</p></li><li><p><strong>Technical Skills:</strong> High proficiency in engineering and measurement software, particularly <strong>AutoCAD</strong> and <strong>MS Excel</strong>.</p></li><li><p><strong>Key Competencies:</strong></p><ul><li><p>Strong leadership qualities with the ability to effectively manage on-site labor and subcontractors.</p></li><li><p>Excellent negotiation, problem-solving, and conflict-resolution skills in a dynamic field environment.</p></li><li><p>High level of integrity, accuracy, and attention to detail in quantity surveying and financial calculations.</p></li></ul></li></ul><p></p>
