Role Description:Subcontracts Procurement Deputy Associate Director to be responsible for subcontracting activities & services that are essential for our company’s operations. Strategize to find the most cost-effective deals and contracts with subcontractors.
Responsibilities:1. Establish subcontracting strategies for acquisition, receiving and tracking of project activities that optimize quality, cost, and timely deployed criteria.2. Balance the “Cost VS Time” formula especially in the unsteady and fluctuated market condition.3. Balance the “Payment terms VS cost /Cash” to do requires saving without affecting the company P&L and cash position.4. Non-stop sourcing effort to identify new subcontractors who can meet the company requirements at the desired cost.5. Hand to hand with the operation team to ensure the right deployment of subcontractors in terms of capacity and performance.6. Hand to hand with the operation and planning teams to deploy the subcontractors on the right time & cost according to the project budget and time schedule.7. Study the market well and make the proper analyses to be ready for any expected changes may occur.8. Work on future contracts or Hedging based on the market condition and nature of activity.9. Forecast price trends and their impact on future activities; market analysis and possible growth.10. Review and follow up payment documents.11. Follow up subcontract execution plans and oversee the full array of subcontract functions of formulating contract, deploying on site, review performance on site.12. Collaborate with the projects management teams to coordinate subcontractor’s selection, track subcontractor’s performance standards, and conduct ongoing evaluation.13. Collaborate with management in the negotiation lines of credit and Strategic Deals with big names subcontractors.14. Evaluate & Negotiate Payment methods and advance payment with key subcontractors15. Evaluate bids and making recommendations based on commercial and technical factors after ensuring subcontractors are aware of business objectives.16. Discover the most profitable subcontractors and initiate business partnerships.17. Formulate strategic deals and partnership with big names contractors in the market18. Discover new opportunities for investment by hedging bulk materials and make future contracts.19. Formulate SLAs with all other departments to cover the service provided by the subcontract division.
Qualifications:Education:Bachelor’s degree in Engineering, Supply Chain, or related field. Preferred: Certification in CIPS, SCM, Procurement, or Contract Management. Experience:7–10 years of experience in procurement/subcontracting/supply chain within construction, contracting, or a similar industry. Proven experience in subcontractor management, contract negotiations, and market analysis. Strong background in cost optimization, cash-flow alignment, and hedging strategies. Experience in vendor sourcing, performance evaluation, and project-based deployment. Previous involvement in strategic deals, SLAs, and long-term contracts is a plus. Technical Experience:Strong knowledge of subcontract management cycles (sourcing → negotiation → contracting → deployment → performance review). Proficiency in cost analysis, price forecasting, and market trend evaluation. Solid understanding of P&L, cash flow, and cost control principles. Excellent negotiation skills (credit lines, payment terms, strategic deals). Ability to analyze bids, compare technical & commercial factors, and make recommendations. Practical knowledge of hedging, future contracts, and bulk materials strategies. Familiarity with construction operations, productivity standards & site deployment capacity. Strong knowledge of SLAs, subcontract frameworks, and compliance. Soft Skills:Strong communication and stakeholder management (Operations – Planning – Finance – Projects). Problem-solving and analytical decision-making. High level of accuracy, detail orientation, and strategic thinking. Time management and the ability to balance Cost vs Time effectively. Ability to work under pressure and in fluctuating market conditions. System Skills:Advanced MS Excel (cost modeling, price analysis, forecasting). Experience with ERP systems - Oracle. Data analysis & reporting skills.
