MEP Quantity Surveying Section Head – Transport Infrastructure

Job Purpose Lead and manage the Quantity Surveying Section for transport infrastructure projects, ensuring accurate cost control, measurement, valuation, contract administration, and financial reporting throughout all project phases, with proven experience in the implementation of similar large-scale transport infrastructure projects.
Key Responsibilities Lead, manage, and develop the Quantity Surveying team assigned to transport infrastructure projects. Allocate tasks, review outputs, and ensure adherence to company procedures and project requirements. Provide technical guidance and mentorship to junior and senior QS staff. Coordinate with project management, planning, procurement, and engineering teams. Establish and maintain effective cost control systems for transport infrastructure projects. Prepare, review, and monitor project budgets, cost plans, and cash flow forecasts. Analyze cost variances and provide corrective action recommendations. Ensure timely and accurate financial reporting to senior management. Oversee preparation, review, and validation of Bills of Quantities (BOQs) in accordance with approved drawings, specifications, and applicable standards. Ensure accurate measurement of works for roads, bridges, utilities, railways, tunnels, and associated infrastructure. Review quantity take-offs for variations, claims, and final accounts. Manage contractual and commercial aspects of contracts (FIDIC or similar). Review and assess contractor interim payment applications and certify valuations. Lead variation orders evaluation, negotiation, and agreement. Handle contractual correspondence related to commercial matters. Lead assessment of claims related to variations, prolongation, disruption, and additional costs. Support preparation and negotiation of counter-claims where applicable. Ensure timely agreement and closure of final accounts in line with contractual requirements. Support procurement strategy and tender evaluation from a commercial perspective. Review subcontract agreements, valuations, and payment certifications. Monitor subcontract costs and performance. Liaise with clients, consultants, contractors, and authorities on commercial and contractual matters. Participate in progress meetings and commercial review meetings. Provide commercial input during project reviews and audits. Ensure compliance with contract conditions, company policies, and applicable laws. Identify commercial risks and opportunities and advise management accordingly. Support dispute avoidance and resolution strategies. Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or related field. Professional certifications (RICS, CIOB, PMP) are an added advantage.
Qualifications Bachelor's degree in Electrical or Mechanical Engineering. Minimum 10–12 years of experience in Quantity Surveying with at least 4 years in a senior or leadership role. Proven hands-on experience in the implementation of transport infrastructure projects, such as: Roads & highways - Bridges & interchanges - Railways / metro projects - Tunnels and utilities infrastructure. Strong experience with FIDIC-based contracts. Advanced knowledge of cost control, BOQs, valuation, and final accounts. Strong understanding of transport infrastructure construction methodologies. Excellent contractual and claims management skills. Proficient in MS Excel, cost control software, and quantity take-off tools. Strong negotiation, analytical, and reporting skills. Strong leadership and decision-making abilities. High level of accuracy and attention to detail. Excellent communication and stakeholder management skills. Ability to work under pressure and meet tight deadlines.
