Program background:

the project Supported by (GIZ), Empowering Local Communities to Support for Social Change in Selected Governorates in Egypt (ECSDI) is an 18-month, project that aims at enhancing the inclusion and empowerment of PWDs including those with physical impairment, visual impairment and hearing impairment. 

The ECSDI will be implemented in 3 selected governorates (Cairo, Alex and Asuit). The project will be co-implemented by Misr EL Kheir Foundation and a group of partner NGOs in these governorates.

Mission Objective:

The aims at enhancing the inclusion and empowerment of PWDs including those with physical impairment, visual impairment and hearing impairment. Through a set of interrelated activities, the project was designed to target PWDs, their families, people directly dealing with them as well as community organizations prompting and advocating for rights of PWDs. 

Overall Objective: Empowerment of youth, women and PwDs in society,and strengthening the capacityof target PwDs-NGOs for more inclusive and enabling communities.

Project Specific Objectives:

  • S.O.1. Create inclusive accessible environment for PWDs in MOSS rehabilitation offices, community schools and Youth Centers.
  • S.O.2. Develop PWDs life skills that heavily impact their quality of life.
  • S.O.3. Raise awareness on proper interacting with PWDs among their families and people dealing with them.
  • S.O.4. Promote role of NGOs working with PWDs and Enhance their capacities;

Job Purpose

  • The Monitoring, Evaluation, Accountability and Learning (MEAL) Unit at Misr El Kheir Foundation manages information, reporting processes and performance measures to ensure high-quality realizations of Misr El Kheir programmatic objectives. As a member of the MEAL Unit, the MEAL Officer works closely with Project Managers and the team to design, develop and maintain MEAL frameworks for the current and potential projects, analyzing data gathered using statistical techniques and deriving recommendations for improvement.  The MEAL Officer also plays an important role in improving information management and data quality and strengthening knowledge sharing and learning across the foundation.

 

 

  • The MEAL Officer must establish a good working relationship and communicate effectively with key stakeholders, including Misr El Kheir team and other development partners. 

 

 

 

 

KeyAccountability Areas

  • Design data collection and M&E tools (assessments, surveys, evaluation forms, etc.) 
  • Developing project-level Theories of Change, Results Frameworks, and related MEAL system tools and components.
  • Supervise monitoring and evaluation initiatives for assigned programs including monitoring data quality and tracking the progress of the program.
  • Establish constant communication with all channels to ensure awareness of updates about program changes and progress, support management in strategies and increase program performances and results.
  • Monitor identified key performance indicators against actual achievements.
  • Prepare periodical (weekly, monthly, quarterly, and annually) quantitative and qualitative reports.
  • Support streamlined systems and processes for capturing the activity/output tracking for operational monitoring and annual reporting requirements.
  •  Document methodologies and procedures used in the compilation and analysis of data and data sources and guidelines of their use.
  • Update Project database, aid projects and other automated information management systems from time to time.
  • Support the MEAL Manager in departmental and organizational initiatives.
  • Provide technical support into MEAL operation manuals to ensure that they are complete, up-to-date, high quality, and contain tools, data flow maps, and analysis plans that address all information needed for program quality and donor reporting.

  • Produce performance monitoring reports highlighting progress against Programmatic indicators.
  • Facilitate learning-to-action events and reflection sessions to systematically analyze data for programmatic use, and to document and incorporate lessons learned into program design and implementation.

Degree in Social Sciences, Development Studies, Statistics, Management, or other related fields.At least 4 years of working experience in MEAL or other related fields.Experience in working within international donor-funded projects is essential. Previous experience working in jobs and employment projects is an advantage.Strong written and verbal communication skills in English and Arabic.Proven knowledge and skills in data compilation, organization, and analysis.Experience in database development/management, Excel, and skills in analyzing, interpreting and communicating information to various stakeholdersExperience in conducting quantitative and qualitative assessments and surveys (including sound understanding of sampling issues)Ability to frequently travel to the governorates covered by the projects.Proven problem-solving skills and ability to provide practical solutions to operational challenges.
