Project Control & Contracting: Consultant / Senior Consultant Role Summary The Project Control & Contracting Consultant / Senior Consultant is a technical specialist who provides independent assurance and deep advisory services across all project management and engineering disciplines within major capital programs. This role involves auditing the efficacy of client processes related to Project Planning, Contract Administration, Project Controls, and Claims Management to ensure efficient project delivery, mitigate risk, and protect capital investment.
Key Responsibilities1. Technical Assurance & Audit Project Controls & Planning Assurance: Audit the completeness, quality, and logic of project schedules and cost baselines (Project Planning and Project Controls). Perform forensic reviews of cost and schedule data to assess confidence in the Estimate at Completion (EAC) and ensure proper application of Earned Value Management (EVM). Contract and Commercial Audit: Conduct detailed assurance reviews of all commercial and contractual elements (Contract Administrators). This includes auditing contract terms, procurement processes, payment applications, and contract closeout to ensure strict compliance and identify potential financial leakage or non-compliance risks. Claims and Dispute Analysis: Serve as a technical resource on claims and disputes, reviewing contract documents, project correspondence, and construction records. Analyze delays, disruptions, and scope changes to determine causation and quantify financial impact (Claims Specialists and Delay Analysts). Cost Verification & Quantity Surveying: Perform independent verification of costs and quantities, scrutinizing bills of materials, scope changes, and change order pricing to validate all charges and expenditures (Quantity Surveyors).2. Engineering Advisory & Risk Mitigation Process Improvement: Advise clients on implementing leading practices to improve processes in areas like scope definition, work breakdown structure (WBS) development, project controls system utilization, and document control. Technical Risk Assessment: Identify and assess technical risks related to design, constructability, safety, and quality, providing actionable mitigation strategies to project leadership. Stakeholder Reporting: Translate technical findings from audits and reviews (e.g., schedule slippage, cost overruns, contractual disputes) into clear, concise, and persuasive reports for executive leadership, Boards, and Audit Committees.
Qualifications & Competencies Category Requirement
Education Bachelor's Degree in an Engineering discipline (Civil, Mechanical, Construction, or related) or Quantity Surveying. Experience4-7 years of hands-on experience in a combination of Project Controls, Project Planning, Contracts Management, or Construction Claims roles, ideally on large industrial or infrastructure projects. Technical Expertise Mandatory deep expertise in multiple specialized areas: Project Planning, Cost Control, Delay Analysis, and Quantity Surveying principles. Software Proficiency Expertise in Primavera P6 (Planning/Scheduling) is required. Strong proficiency in cost management systems, and specialized claims/forensic analysis tools. Certifications One or more of the following is required or strongly preferred: PMP (Project Management Professional), PSP (Planning and Scheduling Professional), CFE (Certified Fraud Examiner), DRB/DRBF Certifications for dispute resolution, or RICS (Royal Institution of Chartered Surveyors). Consulting Skills Proven ability to work independently on client sites, manage complex engagements, and possess excellent communication and presentation skills for executive-level audiences.
