To provide a digital information system that aligns with digital technological development through databases, systems, and programs provided in a digital format to decision-makers, staff, and stakeholders, contributing to the efficient and effective performance of the Directorate's operations.
Key Tasks and Responsibilities
General Tasks
- Participates in developing the department's annual plan in alignment with the Directorate's strategy, and meets with all subordinates annually to set executive goals, operational programs, and performance rates to be achieved in the following year.
- Monitors and evaluates the work of the department and its staff, ensuring completion according to agreed operational programs in terms of efficiency and effectiveness, while ensuring compliance with all systems, regulations, and policies approved by the Directorate.
- Provides proposals regarding procedures, work systems, and the need for human, training, financial resources, and administrative supplies necessary to execute various tasks and activities within the department, ensuring optimal use of these resources.
- Submits periodic reports related to the workflow in the department to higher levels based on issued directives or specific timeframes.
Specialized Tasks
- Develops the general framework for the information systems and digital transformation plan for the Directorate in light of the state's digital transformation strategy, in coordination with the Ministry of Communications and Information Technology.
- Supervises the preparation of plans, programs, projects, and initiatives related to the digital transformation of the Directorate in participation with all concerned organizational divisions within the unit, and presents them to the competent authority.
- Establishes digital transformation measurement indicators to ensure the achievement of targets and the sustainability of digitization and automation processes for the Directorate's business and services.
- Works to provide the necessary information infrastructure to accomplish the Directorate's tasks and activities within a technically and professionally homogeneous work environment.
- Works to develop or provide the systems, applications, and databases necessary for all areas of the Directorate's work and activities, both internal and external.
- Monitors the management, updating, and security of systems, applications, and databases necessary for all areas of the Directorate's work and activities, both internal and external.
- Monitors the automation of the Directorate's activities and services, ensuring the provision of requirements for an advanced and integrated digital transformation system and providing necessary technical support.
- Supervises the preparation of reports and statistical studies on all the Directorate's activities and services, providing them in a digital format.
- Ensures that decision-makers in the Directorate, as well as its staff, are provided with the information and knowledge they need in any area of their work.
- Monitors the design, management, and updating of the Directorate's website to serve as an effective communication mechanism with the public dealing with it.
- Develops the training needs plan for information systems and digital transformation for Directorate staff, and coordinates with the General Administration of Human Resources to include it in the Directorate's training plan, following up on implementation, and evaluating training impact.
- Monitors compliance with digital governance and information security mechanisms to achieve optimal benefit from the Directorate's digital system assets.
- Performs other duties assigned related to the nature of the job.
Experience and Competencies- Sufficient knowledge of a foreign language.
- Proficiency in computer use and various applications relevant to the job field.
- Full familiarity with all regulations, laws, and procedures within the Directorate.

Years of Experience
Must have spent at least one year in the immediately preceding lower-level position (B) within the state administrative apparatus, or have a total of at least sixteen years of experience matching the nature of the job from outside the state administrative apparatus.
