Main Duties & Responsibilities:
Lead the end-to-end ICT operations of a major, complex project and ensure stable, secure and cost-effective service delivery in line with the contract, approved scope and client expectations. Act as the primary operational interface with the client, consultants, internal stakeholders, OEMs and subcontractors, and lead service reviews, escalations and governance meetings. Own service performance against contractual SLAs, KPIs and OLAs, including availability, response and resolution times, backlog, repeat incidents, customer satisfaction and service quality. Establish and manage the operating model for the Service Desk, NOC and field support functions, including 24/7 shift coverage, on-call arrangements, escalation paths and delegation plans. Manage day-to-day operations across the project's ICT environment, including networks, data center infrastructure, servers, storage, virtualization, backup, unified communications and related enterprise platforms. Ensure effective implementation of ITIL-aligned incident, service request, problem, change, configuration, asset, knowledge, availability and capacity management processes. Lead major-incident response, coordinate technical recovery and stakeholder communications, and ensure timely root-cause analysis and closure of corrective and preventive actions. Plan and control preventive and corrective maintenance activities while minimizing service disruption and ensuring adherence to approved maintenance windows and method statements. Maintain complete and accurate operational documentation, including SOPs, MOPs, EOPs, escalation matrices, runbooks, as-built records, asset registers, CMDB data, warranties and support entitlements. Control operational readiness and transition from implementation to steady-state operations, ensuring that systems, documentation, tools, spares, training and support agreements meet acceptance criteria. Ensure effective infrastructure monitoring, event management, performance analysis and capacity forecasting, and recommend improvements before service degradation occurs. Coordinate operational cybersecurity controls, including privileged access, patching, vulnerability remediation, endpoint protection, logging and security-incident response, with the responsible security function. Maintain business continuity and disaster recovery readiness; verify backups and restoration procedures and coordinate scheduled recovery tests and improvement actions. Manage ICT changes and releases through documented risk assessment, approvals, implementation plans, rollback plans, testing and post-implementation review. Manage OEMs, maintenance providers and subcontractors; monitor their obligations, performance, renewals, deliverables and escalation commitments. Prepare and control the project operations budget, resource plan and cost center, identify savings without reducing service quality, and provide accurate cost and forecast reporting. Control operational spares, tools, licenses and consumables, and coordinate warranty claims, repair cycles and replenishment with Procurement, Logistics and Warehouse teams. Develop team objectives, responsibilities and performance measures; coach and assess team members and maintain succession, competency and training plans. Identify operational risks, dependencies and recurring service issues, maintain mitigation plans and escalate material concerns promptly to project and executive management. Ensure compliance with company policies, client requirements, applicable standards, audit controls, HSE requirements and all approved operational procedures. Issue accurate daily, weekly and monthly operational dashboards and management reports, highlighting service performance, risks, incidents, capacity, costs and required decisions. Drive continual service improvement through trend analysis, automation, lessons learned, customer feedback and measurable improvement initiatives.
Job Specifications & Qualifications:Bachelor's degree in Communications, Computer Engineering, Computer Science, Information Technology or a related discipline. Minimum 10 years of relevant ICT operations and service-management experience, including at least 5 years in a managerial role within a large-scale or mission-critical environment. Proven experience with an ICT system integrator, managed-services provider or major enterprise project, managing multidisciplinary technical teams and third parties. Strong practical knowledge of enterprise network, computing, storage, virtualization, backup, monitoring, service-desk and data-center operations. Demonstrated experience managing 24/7 services, SLAs/KPIs, major incidents, problem management, change control, operational reporting and continual service improvement. ITIL 4 Managing Professional or equivalent certification is preferred; PMP, PRINCE2 or a relevant service/project-management certification is an advantage. Relevant technical certifications such as Cisco, Microsoft, VMware, Red Hat, cloud or cybersecurity certifications are an advantage. Experience in operational budgeting, resource planning, vendor and contract management, risk management and client-facing service governance. Strong leadership, decision-making, analytical, negotiation, presentation and stakeholder-management capabilities. Ability to perform effectively under pressure, lead during critical incidents and manage competing priorities in a changing project environment Other Skills (Interpersonal, Language, Computer):Fluent spoken and written Arabic and English. Advanced proficiency in service-management/ticketing systems, network and infrastructure monitoring tools, Microsoft Office and management-reporting dashboards. Strong customer orientation, ownership, communication, coaching and cross-functional collaboration skills.
