Job Summary
Alex Fort Worth is seeking a highly experienced and hands-on HSE Manager to oversee and ensure the effective implementation of all Health, Safety, and Environmental activities across the company’s offices, workshops, fabrication areas, and project sites.
The HSE Manager will be responsible for ensuring full compliance with company HSE standards, client requirements, Egyptian regulations, and international safety practices. The role requires extensive experience in industrial, construction, EPC, mechanical, steel, cement, mining, fabrication, plant, and brownfield projects.
The ideal candidate must be capable of managing high-risk site environments, ensuring proper implementation of HSE systems, conducting inspections and audits, managing incidents, enforcing permit-to-work systems, maintaining accurate documentation, and promoting a strong safety culture across all projects.
Key Responsibilities
HSE Management System
* Develop, implement, maintain, and oversee the company’s HSE policies, procedures, plans, and work instructions. * Ensure all HSE systems comply with company standards, client requirements, Egyptian regulations, and applicable international standards. * Review, update, and maintain HSE documentation, records, templates, and procedures. * Ensure proper implementation of HSE requirements across all projects, workshops, offices, and fabrication areas. * Follow up on the execution and closure of all HSE actions, observations, and compliance requirements.
Site Safety & Compliance
* Conduct regular site inspections, safety walks, audits, and compliance checks across all project locations. * Monitor and enforce HSE compliance for employees, subcontractors, suppliers, and visitors. * Identify unsafe acts and unsafe conditions and ensure immediate corrective actions are implemented. * Stop unsafe work whenever required and ensure proper corrective measures before work resumes. * Ensure safe execution of lifting activities, hot works, welding, cutting, confined space entry, working at height, excavation, electrical works, mechanical installation, and equipment movement. * Maintain regular site presence and close monitoring of critical and high-risk activities.
Risk Assessment & Permit to Work
* Prepare, review, and maintain risk assessments, method statements, Job Safety Analyses (JSAs), and safe work procedures. * Manage and monitor the Permit to Work system across all projects and activities. * Review and approve permits for high-risk activities before work execution. * Ensure all required controls, PPE, tools, supervision, and emergency measures are in place before work starts. * Ensure risks are properly identified, assessed, controlled, and communicated to all concerned personnel.
Incident Management
* Investigate accidents, incidents, near misses, unsafe acts, and unsafe conditions. * Identify root causes and implement corrective and preventive actions. * Prepare detailed incident reports and communicate lessons learned. * Maintain incident records, statistics, and trend analysis. * Ensure timely escalation and reporting of serious incidents to management, clients, and authorities when required.
HSE Training & Awareness
* Ensure HSE inductions, toolbox talks, safety briefings, awareness sessions, and emergency drills are properly conducted across all sites and project locations. * Ensure employees, subcontractors, and visitors understand project-specific hazards, safety requirements, and control measures. * Promote a proactive safety culture and encourage reporting of hazards, unsafe acts, unsafe conditions, and near misses. * Monitor compliance with company and client HSE requirements and ensure continuous safety awareness across all operations.
Subcontractor & Supplier HSE Control
* Evaluate subcontractors’ HSE performance before and during project execution. * Review and verify subcontractor HSE documentation, manpower records, equipment certifications, and method statements. * Monitor subcontractor compliance with company and client HSE requirements. * Follow up on violations, corrective actions, and closure of non-compliance observations. * Ensure subcontractor activities are safely executed and properly documented.
HSE Reporting & Documentation
* Prepare and submit HSE reports to management, clients, consultants, and project teams. * Maintain accurate and audit-ready records for inspections, incidents, permits, trainings, certifications, corrective actions, PPE, and audits. * Track HSE KPIs and provide performance analysis and recommendations. * Ensure all HSE documentation is organized, updated, traceable, and readily available for audits and client reviews.
Emergency Preparedness
* Develop and maintain emergency response plans for offices, workshops, and project sites. * Ensure availability and readiness of firefighting equipment, first aid kits, evacuation plans, emergency contacts, and assembly points. * Conduct emergency drills and evaluate response effectiveness. * Ensure personnel are trained to respond to fires, injuries, evacuations, spills, equipment failures, and environmental incidents.
Environmental Management
* Monitor environmental compliance across all projects and facilities. * Ensure proper waste management, spill prevention, housekeeping, and environmental protection practices. * Follow up on hazardous material handling, storage, transportation, and disposal. * Minimize environmental risks associated with construction and industrial activities.
Client & Regulatory Coordination
* Represent the company in HSE meetings, audits, inspections, and client discussions. * Respond to client comments, audit findings, and HSE observations. * Ensure timely closure of client observations and corrective actions. * Coordinate with governmental authorities, consultants, and external auditors when required. * Maintain professional communication with all stakeholders regarding HSE matters.
Required Qualifications
* Bachelor’s degree in Engineering, Science, Occupational Safety, or a related field. * Professional HSE certifications are highly preferred, including: * NEBOSH * OSHA * IOSH * ISO 45001 * ISO 14001 * First Aid / Firefighting certifications * Minimum 10–15 years of HSE experience in EPC, construction, industrial, steel, cement, mechanical, mining, fabrication, plant, or heavy industrial projects. * Strong experience in brownfield projects is mandatory. * Proven hands-on experience managing HSE activities and site execution. * Strong knowledge of Egyptian HSE regulations and international safety standards. * Experience working directly with clients, consultants, subcontractors, and authorities. * Good command of English and Arabic. * Willingness to travel and work across project sites nationwide.

Working Conditions
* The role requires frequent travel and continuous site presence across project locations. * The HSE Manager will work in construction sites, industrial plants, fabrication workshops, and high-risk operational environments. * Working hours may vary depending on project schedules, shutdowns, emergency situations, and client requirements.
