We are looking for you as early as possible as Planning and Logistics Manager for DB-El Sewedy Rail Operation Egypt for the primary location Cairo.

The role:Reporting to the Chief Maintenance Officer, the Planning & Logistics Manager will be responsible for leading the Asset Information, Planning, and Logistics function for the high-speed railway project in Egypt. This role ensures that maintenance schedules, maintenance resource and logistics planning., warehousing, CMMS governance, and third-party interfaces are strictly aligned with ISO 55000:2024. By coordinating closely with the DBEE Procurement Team and optimizing inventory management, this role guarantees a data-driven, fully equipped maintenance infrastructure to sustain reliable railway operations.
Responsibilities: Leading the establishment and maintenance of the Asset Information Management framework and document control in accordance with ISO 55000:2024. Ensure the completeness, accuracy, and verification of the asset register and NAT handover data within the CMMS. Leading the development of Annual and 3-year Preventive Maintenance forecasts, ensuring they inform resource allocation and maintenance budgeting and resource planning. Monitor scheduling performance, oversee statutory inspections, escalate operational risks to the Chief Maintenance Officer, and formally approve all Preventive Maintenance Plans before operational deployment. Approve and oversee the spare parts management strategy, first-fill inventory programmer, and site logistics coordination including establishment of Approved Vendor Lists. Lead the coordination with the DBEE Procurement Team to ensure sourcing frameworks, supplier qualification, and procurement activities support uninterrupted maintenance operations. Oversee third-party contractor activities, including the review and approve access plans, major deliverables, and consolidated SOAM &Infrastructure Works Providers deviation reports. Monitor performance KPIs for both inventory (e.g., stock accuracy, stockouts) and third-party contractors, directing corrective actions as required. Ensure the CMMS remains fully operational, data-accurate, and capable of generating management reviews and contractual reporting for NAT in addition to including governance of user access rights and delivery of CMMS training across all maintenance staff. Approve CMMS configuration changes and master data governance while overseeing user access and training across all maintenance staff.
Qualifications: Bachelor's degree in engineering (Mechanical, Electrical, Industrial, or Civil) — required Minimum 12 years of total experience in maintenance planning, asset information management, or facilities management including minimum 5 years in a senior planning or logistics management role on a major infrastructure or transport project Advanced proficiency in CMMS configuration, master data governance, and KPI reporting Demonstrated experience establishing a CMMS from scratch during a project mobilization phase — this is non-negotiable given the current project phase Proven experience developing and owning Preventive Maintenance programmers across multi-discipline facility assets (MEP, HVAC, civil) Proven experience using MS. Project / Primavera. Prior exposure to rail, metro, airport, or similarly regulated infrastructure environment — preferred Demonstrated understanding of ISO 55001Ability to manage multiple workstreams simultaneously during a compressed mobilization timeline Strong organizational and cross-functional coordination skills — this role is the operational interface between strategy and field execution
