Procurement Specialist – Power Sector / EPC Projects
AZOROM is seeking a Procurement Specialist for an upcoming power sector consultancy assignment in Alexandria, Egypt.
The project involves the upgrade of the Alexandria Regional Control Centre (ARCC), including SCADA/EMS systems, telecommunications, RTUs, fibre optic works, and associated control centre building/facility upgrades. The assignment will support the client through tender preparation, EPC procurement, and bid negotiation and assistance to EETC in preparation of Contract documentation and contract award.
Role overview The Procurement Specialist will support the preparation and management of the procurement process for EPC contracts, including tender documentation, bidder clarifications, bid evaluation, contract award, and contract documentation. The role will require strong experience in procurement for infrastructure, energy, utilities, or EPC projects and familiarity with international Competitive Tendering procedures and FIDIC Contract terms.
Key responsibilities may include:Supporting the preparation of EPC tender documents, including procurement sections, instructions to bidders, evaluation methodology, contract forms, and related documentation Assisting with the preparation of procurement plans, tender schedules, and implementation planning reports Supporting the client during the tendering process, including bidder queries, clarifications, correspondence, meetings, and addenda Assisting with technical and financial bid evaluation processes Contributing to draft, pre-final, and final bid evaluation reports Supporting contract negotiations and preparation of EPC contract documents Assisting with submissions for financier no-objection at key procurement stages Supporting procurement-related inputs to progress reports, implementation planning, and project records Advising on procurement compliance, documentation, and audit readiness Coordinating with technical, financial, environmental, and project management experts during the procurement process
Minimum requirements Degree in Engineering, Procurement, Law, Business Administration, Finance, or a related discipline Fluent English At least 8 years of relevant professional experience in procurement, tendering, contract award, or contract administration Experience with EPC procurement for infrastructure, energy, utilities, power transmission, control systems, telecommunications, or similar projects Experience preparing or supporting tender documents, bid evaluations, evaluation reports, and contract documents Familiarity with international financing institution procurement procedures would be a strong advantage Experience with AFD, EU, World Bank, EIB, AfDB, ADB, or similar donor-funded procurement processes would be beneficial Strong report writing, coordination, and documentation skills
