Senior Environmental and Social Management Specialist – Power Sector Project
AZOROM is seeking a Senior Environmental and Social Management Specialist for an upcoming power sector consultancy assignment in Alexandria, Egypt.
The project involves the upgrade of the Alexandria Regional Control Centre (ARCC), including SCADA/EMS systems, telecommunications, RTUs, fibre optic works, and associated control centre building/facility upgrades. The assignment will support the client through tender preparation, EPC procurement, construction supervision, and warranty-period support.
Role overview The Environmental and Social Management Specialist will support the preparation, implementation, monitoring, and reporting of environmental and social safeguards across the project. This will include input to the Environmental and Social Policy Framework and Environmental and Social Management Plans for EPC contracts, as well as monitoring EPC Contractors’ compliance during implementation.
Key responsibilities may include:Preparing and/or reviewing Environmental and Social Management Plans for EPC works Supporting the preparation of an Environmental and Social Policy Framework in line with applicable laws, regulations, and financier requirements Monitoring environmental and social compliance during construction and implementation Reviewing contractor environmental and social documentation, procedures, and reports Supporting site inspections and identifying corrective actions where required Contributing to monthly, quarterly, annual, and completion reports covering environmental and social aspects Supporting coordination with the client, contractors, and project stakeholders Assisting with follow-up of environmental and social corrective measures during the warranty period
Minimum requirements B. Sc. in Environmental Engineering or a closely related discipline Fluent English At least 8 years of relevant professional experience Demonstrated experience preparing and monitoring implementation of Environmental and Social Management Plans Familiarity with Egyptian environmental regulations and international ESHS standards applicable to internationally financed infrastructure projects Experience monitoring contractor compliance with environmental, social, health and safety (ESHS) obligations under EPC contracts Knowledge of international labour standards (including compensation), stakeholder engagement, grievance mechanisms, and environmental risk mitigation measures would be beneficial Experience on infrastructure, energy, power transmission, utilities, or EPC projects would be an advantage Experience with internationally financed projects and donor/financier reporting requirements would be beneficial
