Ready to put your project management expertise to work on technical schools renovation projects? Misr El Kheir (MEK) Foundation is now hiring an experienced Project Manager with a desire to work on transforming traditional technical schools into an innovative Center of Competence (CoC) in the renewable energy sector in partnership with the Ministry of Education and Technical Education and international development partners.  The project is intended to supply this important sector with qualified and highly skilled workers as well as enhance the society's negative view of technical education. In this role, you will be responsible for the development, management and operational oversight of the project to meet the project goals and objectives. You will plan and define program goals and devise methods to accomplish them; develop in depth contract terms and operational policies.

We need our Senior Project Manager to be versatile, enthusiastic to work in highly flexible, team oriented environments that have exceptional communication, analytical and organizational skills 

Candidate’s required skills and expertise:

• Ability to communicate effectively, orally and in writing in Arabic and English languages alike. Experience in preparing correspondences, written reports, presentations, and Terms of reference related to the Project. 

• Wide proven expertise in the TVET field in Egypt and a background in Renewable Energy solutions. • Scheduling and coordination of project interactions.

• Ability to manage interdisciplinary teams of professionals and supporting different level of workers and staff.

• Ability to solve complex problems and to integrate competing and/or conflicting elements into the planning and execution processes so that project requirements flow smoothly.

• Experience in local and international tenders and familiarity with Egyptian tendering laws and regulations, with procedural requirements, review requirements, approval requirements, and handing over procedure.

  • Experience in the of involvement of the private sector in TVET

Responsibilities:

• Mobilize resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.

• Maintain strong and continuous communication channels with all the Project’s stakeholders. 

• Work on acquiring long-term and dependable public-private partnerships (PPP) in the frame of the Project’s implementation and sustainability.

• Act as the implementing partner with the selected subcontractors during the program execution. 

• Negotiate changes to the scope of work with the Project Executing Agency (PEA) and key subcontractors. 

• Responsible for following up on instructions and commitments associated with the project. 

• Participate in negotiations with regulatory agencies and in public meetings in support of PEA.

• Prepare the Project Execution Plan, and oversees establishment Health and Safety Plan, Quality Assurance/Quality Control Plan, Environmental and social commitments Plan and other documents as required.

• Establish the program requirements for all areas of the project and monitors the draft and final deliverables for adherence to these criteria. 

• Manage the procurement team to review and finalize the contractors’ claims.

• Work with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. 

• Ensure that the project meets or exceeds goals established in these plans. 

• Work with the key project individual to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. 

• Promote technical and commercial excellence on the project through application of Quality Assurance processes. 

• Monitor and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule. 

• Develop partnerships with PEA and any other Private sector companies to determine the division of responsibilities relevant to the project scope.

  • Advise and support PEA on efforts to involve the private sector.

• Ensure the alignment of all activities and a smooth communication between all involved parties.

• Assist in determining the individual investment needs of the technical schools in relevance to the project in order to upgrade them into Centers of Competence

• Shall sign and monitor the service and supply contracts in coordination with PEA.

• Shall coordinate the bidding processes in agreement with PEA and following relevant international Guidelines.

• Will ensure adherence of invoicing of contractors and service providers to related standards and regulations and process the approvals and payments.

• Shall process the approvals and payments, in accordance with the provisions stipulated in contract annexes

• Shall conduct Preliminary and Final Acceptance of the new schools facilities

• Will advise on the educational concept of the Centers of Competence if required from PEA.

• Ensure conducting the marketing and communication jointly with PEA and in line with the EU’s communication and visibility exigencies by using the existing marketing channels and experience at MEK

• Shall develop jointly an operation and management concept of the upgraded ATSs into Centers of Competence in Minia governorate and in Aswan, involving a Public Private Partnership (PPP) or similar agreement for the operation and management.

• Ensure submitting periodically an invoice of the incurred cost of these measures according to the contract annexes.

  • Build and maintain strong networks from government, civil society, and non-government and development actors.

• Apply and/or contribute to the Environment and Social Management Framework (ESFM), to the Stakeholder Commitment Plan, to Risk assessments and Mitigation plans (if required) and further managerial requirements established by the World bank for financial cooperation programs (ESS 1- 10).

 


Qualifications:• Bachelor's degree in Engineering, Education or any related technical/business field, or equivalent formal education degree with two additional years of specific experience in the field.• 5+ years of TVET related management experience on large-scale international projects programs. • Incumbent must have a broad general technical experience of 8+ years in the field of education or most preferably technical education.• Must have the ability to manage projects and execute hands on technical implementation of the project.• Incumbent must meet project management requirements and possess comprehensive knowledge of industry standards. • Be fully aware of OPSYS reporting system for EU Projects.• Fluency in written and spoken English and Proficiency in MS Office and relevant managerial software and other database applications.
