Job Responsibility #1

Representation of CARE Egypt

Reporting to the BOT, the CEO is the highest-ranking executive in CARE Egypt, s/he represents the organization as below (but not limited to the following): 

  • Act as a liaison between the BOT and the rest of the organization by communicating effectively with the Board to make informed decisions and seeking the Board's involvement in policy and fundraising decisions in order to fulfill CARE Egypt’s annual business plan targets and mission in general.
  • Ensure that the image of CARE Egypt in the country is consistent with CARE’s international mission, vision, and values (as per the context and culture);
  • Build effective communication and organizational relationships with CARE International members, donors, and public, private, and NGO partners to maximize CARE’s impact on poverty and social justice and ensure and enhance CARE's positioning.
  • Ensure legal compliance, including signing all contracts, legal notes, agreements, and other instruments made and entered into and on behalf of the organization.
  • Play a key role in identifying issues to be addressed to heighten donor and government accountability and maintain CARE’s image and visibility amongst these groups.
  • Serve as CARE Egypt's primary spokesperson to the organization's constituents, the media, and the general public.

 

Job Responsibility #2

Strategic and Operational Planning

Lead the design, implementation, and evolution of the CARE Egypt strategic plan as relevant to the country and regional context, and in line with the CI vision and mission.

  • Oversee the implementation of the CARE Egypt annual operating plan, ensure successful fulfilment of the organization’s mission, and promote its organizational and financial value while maintaining accountability and ethical responsibility for all organizational activities.
  • Provide overall direction to and ensure efficient and cost-effective implementation, coordination, and monitoring of the business plan and the delivery of the expected results that contribute to the achievement of the organizational vision and mission, including the establishment of financial and administrative reporting schedules as required by relevant agreements and partners and ensuring that these reporting schedules are adhered to.
  • Lead the development of CARE Egypt's annual goals; provide strategic guidance to the heads of each department while working and collaborating with leadership team members to effectively serve the organization’s impact groups.
  • Maintain and share an updated operating environment analysis, assess the impact of the development ecosystem and its challenges on the performance of CARE Egypt, and ensure CARE’s role and operating model are in line with that environment.
  • Lead change management processes as and when required to meet the needs of the evolving context within which the organization works.

 

Job Responsibility #3

PROGRAM IMPACT and relevance             

Oversee CARE Egypt programming to advance CARE’s vision and mission, in line with CARE’s standards for program quality. Work in partnerships with others inside and outside of CARE to achieve broad scale impact. Ensure engagement and contribution of program participants in CARE Egypt program design and monitoring. Make every effort to promote, create and maintain a safe organizational culture for all people who work for and with CARE, including our partners and the communities where CARE works. 

 

  • Ensure staff and systems are in place to ensure that programs are designed and implemented based on comprehensive analysis, address the underlying causes of poverty, and are in line with CI programming principles, the 2030 vision, and the program approach. Ensure that proper monitoring and evaluation systems are in place to demonstrate the impact of underlying causes of poverty, including gender inequality, and that program lessons are being used and shared for learning and advocacy. Promote continuous learning in the organization.
  • Ensure the engagement and contribution of program participants (partners, beneficiaries, and governmental stakeholders) in CARE Egypt program design and monitoring.
  • explore and identify relevant national, local, and global advocacy and dialogues on poverty reduction strategies and advocate for change in policies and practices in line with program goals. Support and work effectively in coalitions, networks, and social movements to achieve a broader impact.
  • Ensure that disaster risk assessment and management are integrated into all programs and that an appropriate emergency preparedness plan is updated regularly.
  • Lead emergency response during major incidents by directing operations, mobilizing resources, and making decisive decisions in line with CI's emergency strategy.
  • Ensure the development and implementation of CARE Egypt's advocacy agenda that supports its programs and, if possible, is in line with CI priorities.
  • Proactively analyze and actively sustain productive relationships with relevant actors who have the potential to contribute to the achievement of CARE program goals within a broader context, including the government, private sector, international and local civil society, and academic institutions.
  • Make every effort to ensure that a safe organizational culture is promoted, created, and maintained for all people who work for and with CARE, including staff, program participants, and partners.

 

 Job Responsibility #4

FINANCIAL MANAGEMENT, RESOURCE MOBILIZATION & OPERATIONS VIABILITY 

Direct the mobilization, management, and accounting of all resources in CARE Egypt in compliance with CARE policies and donor requirements.

  • Responsible for the organization’s fiscal management, ensuring optimal resource utilization, planning, and operating within the annual operating plan and approved annual budget, ongoing service excellence, and safeguarding the financial health of the organization.
  • Ensure that qualified staff and appropriate policies, procedures, and systems for finance and other strategic support functions (e.g., procurement, transport, inventory, etc.) are in place and functioning.
  • Provide leadership in the development of an appropriate fundraising strategy and generating a viable program pipeline; oversee new business development activities; and contribute to the development of integrated inter-country, regional, and trans-border initiatives where and when appropriate.
  • Ensure CARE Egypt's compliance with donor regulations and terms of signed contracts; ensure the application of financial policies and procedures; ensure good stewardship of the funding; and negotiate acceptable terms and conditions.
  • Ensure adequate risk analysis and internal controls are in place to protect CARE Egypt’s assets and to ensure the resources are used in accordance with donor terms and conditions.
  • Ensure CARE Egypt operations are conducted in accordance with all legal, statutory, and tax requirements.
  • Oversee the organization’s marketing and other communications efforts. Explore possibilities of program funding diversification, including approaches by sector and program, private sector, other institutional donors, and new program implementation approaches (e.g., implementation through diversified local partners);

HUMAN RESOURCES                

Build a strong, innovative senior leadership team and effectively manage all direct reports.

  • Establish a strong human resources strategy and ensure that systems are in place and being properly implemented for recruitment, staff development, volunteers’ engagement, performance management, and compensation. Oversee the management and development of CARE Egypt's human resources to ensure a diverse, skilled, and productive workforce. Promote an organizational culture where CARE Core Values are practiced, teamwork is encouraged, and all staff have a clear understanding of their roles and contributions.
  • Manage direct reports towards high standards of performance through clear roles and responsibilities, on-going feedback, and appraisals. Proactively address performance issues through timely, constructive feedback and coaching.
  • Lead talent management and succession management in the organization. Maximize the use of available talent through on-going staff development and carrier management.
  • Foster accountability, leadership, diversity, and transparency of operations with the BOT, Senior Leadership Team, as well as other relevant internal decision-making bodies.
  • Ensure gender equality and diversity policies and processes are in place and monitored.
  • Ensure appropriate workplace policies to ensure fairness and equity are developed and used (e.g., policies related to staff security, HIV/AIDS, sexual harassment, sexual exploitation, etc.).
  • Oversee safety and security for all staff and visitors and uphold CARE International Safety and Security Principles. Actively promote staff wellness by monitoring staff morale and acting as needed.

 

 


Qualifications:Education & Training: Required: University degree in a relevant discipline.Desired: Master’s degree in relevant discipline would be an asset.Experience:Required: Minimum of ten years of experience in international development or humanitarian assistance.At least five years of successful experience at the senior management level, preferably in Egypt, or in countries vulnerable to multiple natural hazards / disasters; Proven experience in leading multi-disciplinary and multi-national teams, especially in response to a major disaster, is preferable.Leading the review and reformulation of strategic plans.Solid understanding of financial and budget management, and of best practice programming (expertise by sector would be an asset).Proven abilities in decision-making and problem-solving including in emergency contexts.Experience in security management.Flexibility and willingness to undertake local, regional, and international travel.Desired: Experience managing NGO or large-scale development projects.Experience in engaging private sector and managing large scale fundraising activities.Technical skills:Required:Fluent written and spoken English.Strong computer skills in MS Office applications.Desired: Knowledge of the region’s culture, economy, and politics.  Key Competencies:Critical: Visibly and consistently demonstrate high standards for values of Respect, Integrity, Commitment and Excellence. Necessary: Strong business acumen.Demonstrated ability to work independently, team player, creativity, appreciation of efficiency, highly organized, ability to handle detail concurrent with strategic issues, and reverence of deadlines and time obligations.Demonstrate awareness and sensitivity to gender and diversity.Demonstrated experience, patience, and the ability to work in diverse cultural contexts in a culturally appropriate manner.Knowledge of fundraising strategies and donor relations is unique to the nonprofit sector.Knowledge of key social and development issues, government, and donor networks in EgyptSkilled at working with and accessing funding support from donor groups, the private sector, other NGOs, and the government.Excellent managerial, analytical, interpersonal, negotiating, and team-building skills.Strong organizational abilities include planning, delegation, program development, and task facilitation.Experience in people management with leadership and motivational skills to collaborate with board members, staff, and external stakeholders.Demonstrate transparent and high-integrity leadership.Ability to work under pressure and to deal tactfully with sensitive political issues, including experience handling a cross-cultural work force in a multi-cultural, multi-disciplinary setting.Excellent communication, interpersonal, and negotiation skills, with the ability to build trust with peers and external stakeholders.Strong analytical, report-writing, and presentation skills. LIVING CONDITIONS (FOR FIELD POSITIONS) AND LEVEL OF TRAVEL REQUIRED. This position is based in CAIRO with travels.
