ROLE OVERVIEWThe HR Manager – PMC Core Team is a senior, office-based position responsible for strategic HR governance and oversight across multiple PMC projects in Egypt and overseas. This role does not perform daily site HR operations, but acts as the central HR authority, providing direction, control, and support to site-based HR teams.
KEY RESPONSIBILITIESHR Strategy & Governance Define and implement PMCM-wide HR strategies, policies, and standards across multiple projects and countries. Ensure alignment with PMCM contracts, project execution models, and manpower strategies. Act as the central decision-maker and advisor on HR-related matters. Identify and manage HR risks at portfolio and country level.
Manpower Planning & Workforce Oversight Oversee multi-project manpower planning, mobilization, and demobilization frameworks. Review and validate site manpower plans, headcount control, and workforce structures. Establish standardized recruitment, onboarding, induction, and training frameworks. Monitor workforce utilization, productivity trends, and staffing efficiency.
Compliance, Audit & HR Systems Ensure compliance with local labor laws, international employment practices, and PMCM HR standards across all operating regions. Establish and maintain HR governance systems, documentation standards, and reporting structures. Lead HR audits, inspections, and internal reviews. Serve as the main HR interface with auditors, legal advisors, and authorities (as required).
Leadership, Employee Relations & Reporting Provide guidance on employee relations, disciplinary actions, and dispute resolution. Lead, mentor, and supervise site HR Managers and HR teams. Prepare consolidated HR reports on manpower status, compliance, risks, and strategic recommendations.
QUALIFICATION & EXPERIENCEBachelor’s degree in human resources, Business Administration, Law, or related field (Master’s degree or HR certification preferred)10+ years of HR experience, preferably in construction, infrastructure, EPC, or PMCM environments Proven experience in multi-project and/or multi-country HR management Strong background in HR governance, compliance, and policy development Demonstrated leadership of senior HR professionals Strong communication, analytical, and stakeholder management skills Proficient in HR systems and MS Office Ability to work in a multicultural, international environment Willingness to travel periodically to project sites and overseas locations
