Role Summary The Card Fulfillment Manager oversees the production, personalization, and distribution of payment cards.
You will manage relationships with third-party vendors (card manufacturers and personalizers), monitor inventory levels in Hubs and Distribution Points, ensure compliance with security standards (PCI-DSS), and optimize Hubs and Distribution Points processes to enhance the cardholder's delivery experience.

Key Responsibilities   Procurement & Vendor Negotiation: Lead the procurement process for card plastics and consumables.
Negotiate pricing, contract terms, and Service Level Agreements (SLAs) with external card bureaus and carriers to ensure cost-efficiency without compromising quality.
PO & Financial Management:  Own the Purchase Order (PO) lifecycle for the department.
Issue, track, and reconcile POs with card providers, ensuring all invoices align with delivered goods and negotiated rates.
Vendor Management: Serve as the primary point of contact for external partners.
Monitor performance against SLAs regarding production lead times, quality control, and data security.
Inventory Control: Manage stocks of raw card plastics, carriers (the paper the card is attached to), and collateral (inserts/envelopes).
Forecast demand to prevent stockouts of specific card designs.
Monitor the stock level of the Distribution Points.
  Hub-and-Spoke Distribution:  Design and oversee the logistics flow between the Central Hub (Warehouse), Regional Hubs, and last-mile Distribution Points.
  Inventory Rebalancing:  Monitor stock levels across all nodes in the network.
Execute Inter-Hub Transfers (IHTs) to move surplus stock from low-demand areas to high-demand regions, minimizing "dead stock.
"   Dynamic Replenishment:  Establish "Reorder Points" (ROP) for each specific hub based on local lead times and historical demand.
Ensure that no Distribution Point falls below safety stock levels.
  Reverse Logistics: Manage the consolidation of expired, defective, or "return-to-sender" cards from various hubs back to a central point for secure destruction and recycling.
Production Oversight:  Ensure the daily file transmission for card personalization is successful and that data integrity is maintained between the bank’s core system and the vendor.
  Security & Compliance: Ensure all fulfillment processes comply with Mastercard and Meeza regulations and PCI-DSS requirements for handling sensitive PII (Personally Identifiable Information).
    Skills & Qualifications Experience:  5+ years in Banking Operations, Card Services, Procurement, or Supply Chain Management.
Procurement Expertise:  Proven experience in strategic sourcing, vendor negotiation, and managing PO systems within a corporate or banking environment.
Analytical Skills:  Proficiency in Excel to track shipping volumes, error rates, unit costs, and procurement budgets.
Communication:  Advanced negotiation and interpersonal skills to manage high-value vendor contracts and cross-departmental stakeholders.
Technical Knowledge: Familiarity with EMV chip technology, card personalization files, and mailing systems preferred.
Compliance:  Understanding of PCI-DSS, KYC, and AML regulations related to card shipping and vendor data handling is an advantage.
