Job Description for a Procurement Officer – Cereals and Edible Oils Sector
Job Objective:To lead and implement an integrated procurement strategy for cereals and edible oils, ensuring continuity of supply, achieving the best Total Cost of Ownership (TCO), and strict adherence to technical specifications and health standards.
Duties and Responsibilities:
1. Grain Procurement Management:
• Advance planning for cereal needs (wheat, corn, barley, soybeans, etc.) according to production and inventory plans.
• Analysis of global agricultural markets (cereal exchanges, price fluctuations, harvest seasons, climate and geopolitical risks).
• Implementation of price hedging strategies in coordination with the Finance Department when needed.• Negotiation of long-term contracts and spot and forward contracts.
2. Supplier and Supply Chain Management:
• Selection, evaluation, and approval of suppliers and exporters based on quality, financial stability, and delivery commitment.• Management of strategic relationships with mills, grain traders, shipping companies, and testing laboratories.• Verification of Incoterms arrangements. Shipping, Insurance, and Customs Clearance.
-3 Quality and Compliance:• Ensuring grain conforms to technical specifications (moisture, protein, impurities, mycotoxins, specific gravity).• Coordinating with the Quality Management Department to conduct laboratory tests before shipment and upon receipt.• Adhering to local and international health and environmental regulations (Codex, ISO, HACCP, GMP).
-4 Cost and Inventory Management:• Maintaining optimal inventory levels to avoid shortages or losses.• Analyzing purchasing, transportation, and storage costs to minimize overall costs.• Preparing purchasing budgets and monitoring deviations.
-5 Systems and Reports:• Efficiently utilizing ERP and procurement management systems.• Preparing periodic reports for senior management on:• Supplier performance.• Price trends.• Potential risks.• Savings and improvement opportunities.
-6 Internal Coordination:• Working closely with the Production, Quality, Warehousing, Finance, and Logistics departments to ensure operational integration.• Contributing to the development of product specifications and future production plans. Qualifications Experience:
• University degree in Food Engineering, Agriculture, Business Administration, International Trade, or a related field.
• Minimum of 5–8 years of experience in grain or agricultural commodity procurement.
• Advanced knowledge of global grain markets, supply chains, and technical specifications.
• Experience in negotiating international contracts and managing price risks.
