Position Overview:
The Operations Director will directly oversee EDECS’s Core Operations and Operation Support Unit in Egypt. This role is responsible for ensuring operational excellence, maximizing resource utilization, delivering projects on time, within budget, and to the highest quality standards, and adhering to the best HSE practices. the Operations Director will lead multiple sector heads and functional managers, fostering collaboration and driving continuous improvement.

Key Responsibilities:
Leadership & Strategic Direction Set the overall direction for Core Operations (e.g., Buildings/Infrastructure, Bridges/Roads, Marine, Geotechnical, Surveying, Projects Coordination) and Operation Support Unit (e.g., Maintenance & Equipment, Batch Plants, Warehouse, Scaffolding). Align operational goals with EDECS’s strategic objectives, ensuring clear priorities and execution plans across all projects and support functions.
Project Delivery & Performance Management Oversee project timelines, deliverables, and budget performance for all sectors under Core Operations. Monitor key performance indicators (KPIs) for each unit; implement timely corrective actions to address scope, schedule, or cost variances. Champion best practices and operational standards to achieve consistent results across diverse projects.
Resource Allocation & Coordination Optimize allocation of personnel, cash, equipment, and materials across projects, ensuring efficient deployment TA Vacancy Reportctional managers (Maintenance & Equipment, Warehouse, Scaffolding, etc.) to provide seamless operational support to project teams. Anticipate future resource requirements based on project pipelines and make data-driven decisions to scale operations effectively.
Process Improvement & Operational Excellence Develop and implement standardized procedures, workflows, and reporting mechanisms to enhance efficiency and reduce operational bottlenecks. Promote innovation and continuous improvement initiatives, encouraging teams to adopt new technologies, digital tools, and leading construction practices. Facilitate regular performance reviews and lessons-learned sessions to drive organizational learning and growth.
Team Management & Development Provide direct leadership to sector heads in Core Operations and managers in the Operation Support Unit, setting clear roles, responsibilities, and performance expectations. Mentor and develop high-potential talent, ensuring robust succession plans are in place for critical leadership positions. Collaborate with HR to identify training and professional development needs for operational staff.
Risk Management & Compliance Identify potential risks in delivery, logistics, or resource availability; develop mitigation strategies to maintain operational continuity. Ensure adherence to company policies, industry regulations, and contractual obligations, maintaining EDECS’s reputation for compliance and reliability. Champion a culture of accountability and ethical decision-making throughout Core Operations and Operation Support functions.
Stakeholder Engagement & Communication Act as the primary operational interface with clients, suppliers, and other external stakeholders, effectively representing EDECS’s interests and project status. Provide regular updates to top management on operational performance, major milestones, and strategic initiatives. Foster strong internal collaboration across departments (e.g., Finance, Procurement, Commercial) to enable smoother project execution and support.

Qualifications & Experience:
Education Bachelor’s degree in Civil Engineering, Construction Management, or a related field.
Experience15+ years of progressive experience in construction, infrastructure, or industrial project environments, including a minimum of 5 years in a senior managerial role. Demonstrated success in overseeing multiple large-scale projects and managing multidisciplinary teams.
Core Competencies Leadership & Communication: Proven ability to inspire, motivate, and guide large, diverse teams toward common objectives. Strategic Planning: Expertise in developing operational plans, setting KPIs, and executing complex projects effectively. Financial Acumen: Strong background in budgeting, cost control, and financial reporting. Problem-Solving & Decision-Making: Skilled at assessing complex issues and implementing practical, results-driven solutions. Collaboration & Negotiation: Adept at building relationships with stakeholders and navigating competing priorities.
