Legal Advisor for IHL and Islam

PURPOSE 

Based in Cairo under the supervision of the Communication and Prevention Manager, the legal adviser for international humanitarian law (IHL) and Islam advises the delegation on IHL and Islamic Sharia law. S/he formulates and leads the engagement with Islamic academics and circles. S/he supervises and guides research and analysis on both legal frameworks and identifies joint research opportunities with relevant actors. 

 

RELATIONSHIPS 

  • Internally, interacts and cooperates within the delegation and, as relevant, with the Regional Legal Coordinator/Adviser and thematic file holders. 
  • Externally, interacts with Islamic institutions, partners and contacts, international organizations and academic circles.

ACCOUNTABILITIES AND RESPONSIBILITIES 

  • Leads the drafting and implementation of a coherent IHL and Islam strategy for the Cairo delegation, including engagement with religious scholars and entities, academic institutions, and other relevant Islamic circles, in line with the delegation’s and the institution’s operational priorities.
  • Builds, maintains, and sustains a network of Islamic and religious scholars and entities, ensuring continuous and meaningful engagement with these actors.
  • Analyses situations and provides advice and guidance on Islamic Sharia law, as well as relevant national and international legal frameworks.
  • Drafts legal notes and analyses, and contributes legal input to working papers, summary reports, non-papers, and other documents related to the delegation’s activities and objectives.
  • Conducts independent research and analysis on specific legal issues, as well as on broader aspects of the national legal system.
  • Initiates and promotes research collaborations with academic institutions on IHL and Islamic law, including the identification of research topics and the planning of publications.
  • Promotes a balanced and coherent approach linking the delegation’s objectives related to IHL and Islam with regional and institutional operational priorities.
  • Provides technical support, as relevant, to other delegations on matters related to IHL and Islam.
  • Supports IHL dissemination activities aimed at specialized audiences and the general public, and contributes to the implementation of strategies, programmes, and action plans related to IHL promotion and national implementation.
  • Maintains relations with academic circles, supports the teaching of IHL, and identifies relevant IHL and pedagogical materials.
  • Supports and contributes to ICRC external communication efforts through the development of statements and key messages related to IHL and Islam, in close coordination with the Communication and Legal teams.

 

ADDITIONAL DUTIES

  • Prepares and documents minutes of meetings, as well as reports from workshops and seminars.
  • Follows up on required administrative tasks and ensures their timely implementation.
  • Applies and complies with all administrative procedures related to the role, including financial and HR processes (e.g., appraisals, time reporting, budget follow-up).
  • Ensures that documents and reports are correctly filed and stored in their designated locations.
  • Maintains awareness of the delegation’s objectives and possesses a good understanding of the ICRC Movement and other relevant contacts.
  • Represents the ICRC appropriately during activities, meetings, and field visits, avoiding any action that may negatively impact the organization’s image.
  • Takes responsibility for personal professional learning and development.
