Emergency Hotline Doctor (Physician)

1. Emergency Call Response (24/7):
o The team operates in three shifts: two doctors during the day (12-hour shifts) and
one doctor on the night shift, ensuring continuous 24/7 coverage.
o Receive emergency calls, gather essential patient information (including
identification documents and medical history), and assess the urgency of the
situation.

2. Patient Identification & Medical Review:
o Verify patient identification documents and medical records to ensure they meet
UNHCR SOPs for accurate patient identification and appropriate treatment.
o Review the medical history to determine the necessary level of care and ensure
that the patient's needs are met in alignment with project protocols.

3. Referral to Nearest Public Hospital:
o Direct patients to the nearest public hospital based on the urgency of their medical
condition to ensure life-saving interventions are provided as quickly as possible.
o Ensure that patients are admitted to appropriate healthcare facilities and receive
the necessary care in a timely manner.
4. Post-Emergency Referral to Follow-Up Team:
o After stabilizing the patient and ensuring they have received immediate medical
care, the doctor refers the patient to the SHC follow-up team for ongoing care.
o Ensure the follow-up team is notified of the patient’s situation and medical needs
for continued monitoring and treatment.

5. Documentation & Reporting:
o Maintain thorough records of emergency calls, patient assessments, and referrals
to ensure clear documentation of the patient’s journey through the project.
o Provide a report of all cases handled during their shift, including details on patient
referrals and any issues that arose during the emergency response.

6. Coordination with Other Teams:
o Work closely with the follow-up team to ensure a smooth transition of care after
emergency stabilization.
o Collaborate with the Medical Team Leader, Project Section Head, and the
Referral Focal Point Doctor to ensure that emergency response processes are
integrated with the larger project objectives.


1. Education & Certification:o Medical degree (MBBS or equivalent) and valid medical license.o Certifications like BLS/ACLS (preferred).2. Experience:o 2-3 years in emergency medicine, triage, or critical care.o Telemedicine or refugee healthcare experience (preferred).3. Skills:o Strong communication, critical thinking, and decision-making.o Proficiency in patient identification, documentation, and EMR systems.o Cultural sensitivity and teamwork.4. Personal Attributes:o Resilient, compassionate, adaptable, and committed to learning.5. Technical Requirements:o Computer literacy and familiarity with telemedicine tools (preferred).6. Additional Requirements:o Willingness to work 12-hour shifts, including nights and weekends.o Adherence to UNHCR SOPs and ethical medical practices.7. Desirable Qualifications:o Public health/humanitarian experience, trauma care training, ormultilingual skills.
