Primary Responsibilities

- Achieve City financial and schedule objectives for all assigned engineering work.
- Develop and execute short- and long-range business plans and programs, as approved by
the Executive President, to achieve corporate goals. - Guide, direct, and coordinate project activities. Review and appraise operations for
effectiveness, efficiency, economy, and conformance to established standards. Implement
corrective actions as needed. - Provide administrative guidance and direction, including organization and staffing;
subordinate selection, development, and assignment; delegation of authority; work
assignment and responsibility definition; and compensation determination/approval. - Develop and submit the department's operating budget for Executive President approval
and ensure budget compliance. - Direct the establishment and implementation of estimating, cost, and schedule control
procedures, methods, and guidelines. Evaluate project management control methods and
propose changes as necessary. - Advise and assist the Executive President in formulating City policies and objectives
related to engineering, enhancing business, earnings, capabilities, and overall image. - Provide qualified technical staff (Proposal Managers, Project Managers, Project Engineers)
for proposals and projects. - Monitor and direct Project Managers/Engineers/Technicians to ensure continuous
excellence and horizontal communication of experience and lessons learned. - Foster and maintain positive relationships with current and potential customers,
professional organizations, and other relevant stakeholders. - Investigate, analyze, and maintain current knowledge of business and technical
developments, market and industry opportunities, and relevant problems. Inform City Management of significant information with recommendations and improve/adjust
operations, methods, and policies as needed. - Oversee the training and development of employees to enhance proficiency and potential
for advancement. - Represent ZC and oversee project participation in scientific activities related to
engineering to promote ZC's role in professional societies and showcase ZC's experience.
Knowledge of relevant engineering codes and regulations.Comprehensive knowledge of procedures and terminology for design, specificationswriting, construction support, design review, and project management.
