Armed and Security Forces Programme Advisor

PURPOSE 

Context Coverage: Within the ICRC delegation in Cairo, the armed and security forces programme Advisor advises and supports the delegation on issues related to the dissemination and integration of IHL/IHRL, focusing particularly on armed and security forces; and on any other operational issue related to armed and security forces in Egypt, as determined by Management. Working in close collaboration with the Prevention and Protection teams, s/he identifies opportunities to engage with interlocutors on IHL/IHRL integration and promotion, and on Protection. S/he would also be accountable for the AI_AIG planning, budgeting, monitoring, and implementation cycle related to armed and security forces.

Specifically:

  • Facilitate the delegation(s) understanding of the context, including through stakeholder analysis, and mapping, as well as its networking with key individuals and entities at different levels.
  • Enhance understanding and acceptance of the ICRC's role and operations among armed and security forces, thus facilitating ICRC’s humanitarian operations (security, access, acceptance).
  • Enhance operational compliance by supporting efforts to influence on the integration and integrate the law of armed conflict and other relevant norms and standards into their doctrine, education, training, and implementation of operations. 
  • Protect and assist victims of armed conflicts through practitioner dialogue, designing and delivering Law of Armed Conflict programs adapted to the operational context, and supporting the activities of the delegation.

RELATIONSHIPS

  • Internally, interacts primarily within the delegation’s management and departments, and with headquarters for functional technical support.
  • Externally, represents the ICRC in its dialogue and/or activities with armed and security forces on 
  • issues related mainly to integration of IHL and/or IHRL.

Scope & Impact

  • Contributes to the annual planning exercise (Planning for Results).
  • Geographic remit: national.
  • Is responsible for monitoring the budget allocated to activities under responsibility.
  • Is responsible for the management of his/her team.

GENERAL DUTIES

  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

ACCOUNTABILITIES AND RESPONSIBILITIES 

  • By working closely with the delegation management, head of operations, relevant teams, contributes to the definition of the delegation’s strategy and its implementation.
  • Engage transversally in operational and thematic issues pertaining to dialogue with relevant interlocutors.
  • Provides technical advice on the humanitarian implications of the main events and their evolution.
  • Provides technical analysis of operational dynamics and advises and supports the delegation on its dialogue with relevant interlocutors.
  • Maintains and develops a network of contacts, ensuring substantive engagement with the relevant institutions (National, Regional, and International), and supporting the ICRC’s wider humanitarian diplomacy effort.
  • Systematically reports about his/her activities, according to ICRC standards and protocols and ad hoc, based on any operational need requested by the Management or other relevant teams.

ADDITIONAL DUTIES

  • Be aware of the delegation’s objectives and activities.
  • Understand the three components of the Red Cross/Red Crescent Movement
  • Always apply the security rules
  • Respect and observe the staff regulations of the ICRC in Egypt.
  • The employee may be asked to perform other duties not covered in this job description as well as to provide support to other departments when and if necessary.

Qualifications and RequirementsGraduated from a military academy as an officer; or equivalent.Served a substantial amount of time in the armed forces, attained the rank of Colonel, or higher, and/or attended a senior staff college, and/or held a significant command or staff appointment, and/or military experience including operational deployments/ experience (international deployments being an asset).Fluent command of English and Arabic. A third language would be an asset.Computer proficiency, including on the capacity to analyze data and conclude on trends.Excellent writing skills and MS Word (or equivalent) command.Excellent presentation, PR and interlocution skills.Excellent knowledge of the ICRC and its mandate, as well as its differences and synergies with other components of the Movement and other key International OrganizationsSound knowledge of International Public Law, and of IHL, a is an important asset.Experience as a training instructor and/or command is an advantage.
