Projects Controls Manager

Reports to: Assistant Director for Construction


Purpose: The Projects Controls Manager will be responsible for overseeing the financial aspects of construction projects, ensuring that the project stays within the agreed budget and timeline. The role involves monitoring project costs, analyzing variances, preparing financial reports, managing contracts, and ensuring compliance with AUC policies and legal regulations. It also involves handling the contract preparation phase including but not limited to contract draft coordination between all involved parties internally and externally until awarding. This role is crucial to optimize projects cost while maintaining quality and timelines.


Principal Accountabilities:

Project Control Management:

  • Develop and implement project control procedures and policies to ensure that projects are completed on time, within budget, and to the required quality standards
  • Develop and maintain project schedules, including critical path analysis, resource allocation, and progress tracking
  • Monitor and report on project progress, including status reports, performance metrics, and other key performance indicators
  • Coordinate with project managers and other stakeholders to ensure that project objectives are met and that project plans are aligned with organizational goals
  • Ensure that project control processes and tools are utilized effectively and that project data is accurate and up to date
  • Collaborate with other departments and teams within the organization to identify opportunities for process improvement and to optimize project delivery

Cost Control:

  • Prepare and manage project budgets, cash flows, and forecasts
  • Track project expenditures and compare them with the project budget
  • Conduct regular cost reviews and variance analysis to identify potential savings or cost overruns
  • Collaborate with project teams to maintain accurate cost estimations and financial performance reporting
  • Monitor and report on the project's financial progress, ensuring costs align with the approved budget
  • Provide cost inputs for project changes and variations and ensure that they are well-documented and justified

Contract Management:

  • Manage the contract after the awarding and take responsibility for the contract administration between the University and the vendors
  • Collect the suppliers’ legal concerns and support in negotiating contracts with the AUC legal department until signature
  • Ensure that all contracts are properly executed and that contract terms and conditions are adhered to by both parties
  • Manage contract changes, including reviewing, negotiating, and approving change orders
  • Develop and maintain relationships with suppliers and contractors to ensure that they are meeting contractual obligations and providing high-quality services or products
  • Collaborate with project managers and other stakeholders to ensure that project objectives are met and that procurement strategies are aligned with project goals
  • Coordinate with legal and finance departments to ensure that contracts are compliant with legal and financial requirements and that risks are mitigated
  • Monitor and report on contract performance, including key performance indicators and compliance with contract terms and conditions
  • Collaborate with other departments and teams within the organization to identify opportunities for process improvement and to optimize contract management and procurement processes

Project Reporting:

  • Prepare detailed financial reports for senior management, including cost performance, budget projections, and financial risks
  • Report on contract statuses and variations, including potential financial implications
  • Provide regular updates on the project's financial health, flagging any potential risks early on
  • Communicate project status, risks, and issues to senior management and other stakeholders as required

Risk Management:

  • Identify and manage potential cost risks related to the project, such as delays, scope changes, or unexpected expenses
  • Provide recommendations for mitigating financial risks and improving cost efficiency
  • Perform other related duties as requested by direct supervisor


Requirements:

Minimum Education Requirement:

  • Bachelor’s degree in engineering, construction management
  • Professional certification in cost management, e.g., CCP, PMP, or equivalent, is preferred


Experience:

  • A minimum of seven to nine years of experience in cost control, contract management, or project management within the education, construction or engineering industry
  • Proven experience working with construction contracts, financial analysis, and cost reporting
  • Hands-on experience with budgeting, cost forecasting, and variance analysis in construction projects
  • Proven experience in project planning and scheduling


Skills:

Technical Skills:

  • Proficient in project management and financial software, e.g., Primavera P6, MS Project, SAP, or equivalent
  • Strong understanding of construction methodologies, contract terms, and legal considerations
  • Advanced proficiency in MS Excel for cost tracking, financial reporting, and data analysis
  • Knowledge of local and international construction regulations, contract laws, and industry standards

Soft Skills:

  • Excellent communication and negotiation skills, both verbal and written.
  • Strong analytical thinking with attention to detail
  • Ability to work well under pressure and handle multiple tasks simultaneously
  • High level of organizational skills and the ability to manage complex contracts and financial data
  • Ability to work in a fast-paced environment and collaborate with cross-functional teams
