Senior Specialist, Compensation & Benefits

Job Purpose:

Responsible for administering payroll, and ensuring compliance with tax and social insurance regulations, maintaining accurate employee records, reviewing attendance, leaves, overtime and all monthly salary effects. Additionally, handling employee scholarships, coordinating with medical insurance providers, and facilitating the opening of bank accounts for new employees, ensuring that all processes align with the university's policies and legal requirements.

Accountabilities:

Manpower & Succession Planning:

  • Complies department needs and prepares Manpower Plan on annual basis to be incorporated in the Budget.
  • Negotiates number of requested hirings and the time of each hire to best serve the hiring purpose.
  • Sets a clear and phased succession plan and ensures its being on track for all departments.
  • Sets a program and supervises plans’ Implementation for developing calibers from within to be competent successors for the key positions in all departments (extensive trainings, special committees’ participation, distinguished work assignments)
  • Generates regular detailed recruitment reports, for example: % progress of manpower plan, % completion of succession plans. Average Cost of hire, turnover rate, % of accepted offers… etc.

 

Talent Acquisition & Sourcing: 

  • Fosters and implements an employer branding continuous program aiming to make ESLSCA University an employer of Choice.
  • Updates and implements a clear sourcing policy and a detailed recruitment process.
  • Assures that the process is being followed and supports in processing any of the steps: receiving Approved Requisition forms from department heads, preparing & posting of Job Announcements in different channels, screening CVs based on job description & specifications, handling HR interview & tests and reporting evaluation of shortlisted candidates to Line Manager.
  • Assures and manages the Issuance a Job description in coordination with line managers for any new position to be used for Recruitment & Selection purposes.
  • Fulfils the organizational structure by filling existing and unforeseen vacancies.
  • Maintains a pool of CVs for quick filling of future vacancies.
  • Decides upon the need for professional paid recruitment services (like paid websites) and secures senior management’s approval if required.
  • Suggests which employment fairs or Recruitment events ESLSCA University shall be participating in and highlighting the main sourcing and branding benefits from such events to ESLSCA University.
  • Reviews Job announcements created by team and ensures its alignment with Job Description
  • Ensures jobs are announced through various recruitment channels maintaining ESLSCA University’s employer branding protocol.
  • Oversees the process of screening CVs and extracting the best fitting candidates for the announced job.
  • Conducts or supervises the first round of interviews and further shortlist candidates.
  • Coordinates the second round of interviews with hiring managers
  • Reviews Job Offers for selected candidates as per job grade/ level salary range, and the best negotiated salary within range to meet candidate’s expectations (if needed and base on his/her experience & qualifications), and ensures its sent along with requested hiring documents securing his/her approval & acceptance of offer
  • Ensures that the accepted offer is forwarded to the personnel responsible to continue the hiring procedures.

 

People’s Capabilities:

  • Supervises Training Needs Analysis (TNA) determining the training needs of employees annually.
  • Reviews an annual Training plan as per TNA, Performance evaluation results and prioritizes based on the allocated Training budget
  • Manages of the implementation of training programs either on the job trainings, internal trainings by fellow colleagues, external trainings by training providers either in house trainings or at vendor venue.
  • Supervises gathering feedback from trainees to evaluate trainings and training providers.
  • Analyses effectiveness of trainings by acquiring detailed feedback from line managers after a period of Three Months after the training.
  • Calculates ROI on such programs and presents a full report to Head of people division and senior management
  • Ensures to complete training plan throughout the year and present a progress report regularly.
  • Develops and manages initiatives to elevate employee engagement , team work and collaboration maintaining the desired organizational culture.

Performance Management:

  • Drives the nurturing of performance culture and continuously contributing to the development of  ESLSCA University’s Organizational Culture.
  • Maintains the performance management cycle in a timely manner.
  • Participates in setting KPIs for each job in coordination with the Human Capital Manager and maintains all KPIs related documentation.
  • Updates KPIs targets on regular basis to ensure fairness and effectiveness of the performance management process.
  • Participates in setting and maintaining ESLSCA Competency Model on different competency level for each job.
  • Ensures that all line managers are oriented and trained on how to evaluate subordinates & apply the performance management system.
  • Supports in setting a Competency Model for ESLSCA University.
  • Updates the current performance management system to best fit ESLSCA’s culture.
  • Complies the Performance appraisal results, performs all the needed analysis and reports.
  • Participates in performance calibration meetings.

Team Support:

  • Ensures that the department and own team’s objectives are met within approved budgets.
  • Sets own team objectives in line with the departmental and strategic objectives.
  • Ensures the team is on track in achieving the objectives by continuously monitoring their performance and keeping log of critical incidents.
  • Coaches own team members to improve performance and to achieve goals of their performance development plans.
  • Performs any other tasks requested from Human Capital Manager or Secretary General.

Education:Bachelor’s degree in business administration or any relevant field.Experience:4 to 8 years of experience in Payroll, compensation and benefits handlingSkills:Superior analytical skills with the ability to interpret and act on HR data.Excellent Planning & Organizational skills.High level of ownership, responsibility with a self-driven personalityVery Good communication & negotiation skills.Excellent Problem-Solving Skills & ability to think strategicallyExcellent level of English Language.Experienced in using HRIS and ERP systems.Excellent knowledge of all MS.
