- Coordinates with the project functional stuff the inputs for suppliers’ performance evaluation reports.
- Develops the project procurement strategy/philosophy at the early stage of project award including coordination with Procurement Department Managers.
- Directs and coordinates the planning, organizing, development and control of all the project procurement procedures and instructions consistent with project scope and requirements.
- Coordinates the adaptations of necessary documents needed to be executed and controls the project procurement functions in an efficient manner.
- Coordinates/ liaises with procurement Department Managers for project procurement staff assignments and man-hour budget.
- Participates in the development of various project related procurement tender documents during the projects proposal phase and to avail budget prices from bidders when requested.
- Coordinates the issuance of project procurement status reports in a regular and continuous pattern consistent with project scope and procedures. Administrates and coordinates all functions for the acquisition of the project specified materials, equipment, supplies.
- Administers and coordinates subcontract services including suppliers’ list development, bids solicitation, commercial bid analysis and assessments of technical evaluation.
- Coordinates with the engineering divisions the final commercial evaluation reports, negotiations and clarifications, in addition to the pre-award and post-award suppliers’ meetings.
- Represents the Procurement Division in all project related meetings.
- Directs suppliers’ payments in accordance with commitments made.
- Coordinates and control the administration of all project commitments through its life cycle up to closing out from all contractual aspects, claims, shortage and damages, insurance, disputes, finance , all in accordance with procurement policies, by-laws, project instructions, procedures and customer requirements.
- Liaises with all procurement departments and other project teams, also assists Project Managers/ Engineers in procurement related matters with customer.
- Participates in, and coordinates the resolution of project generic and specific commercial, delivery, quality, traffic/insurance and other contractual problems and disputes.
- Ensures the full implementation of the Company manuals, procedures and departmental work instructions in accordance with the requirements of the Company Quality, Environmental and Health & Safety Management systems.
