Role Description The Cost Estimation Manager for Urban Planning will be responsible for leading cost estimation activities across infrastructure and development projects, ensuring accurate, timely, and compliant estimates. This full-time, on-site role is based in Heliopolis and involves working closely with project managers, planners, engineers, and procurement teams. Day-to-day responsibilities include analyzing drawings and specifications, preparing detailed bills of quantities, developing cost models and budgets, and updating estimates as designs evolve. The role will also include evaluating bids, supporting value engineering, identifying cost risks and opportunities, and contributing to project feasibility studies. The Cost Estimation Manager will maintain cost databases, standardize estimation processes, and provide clear cost reports and presentations to internal stakeholders and clients.
Qualifications
Strong experience in cost estimation, budgeting, and cost control for construction and urban planning or infrastructure projects. Ability to interpret architectural, structural, and MEP drawings, specifications, and planning documents, and convert them into accurate quantities and costs. Proficiency with estimation and construction software (e.g., Excel-based costing tools, quantity takeoff software, project management platforms). Knowledge of local construction markets, materials pricing, labor rates, and procurement practices relevant to urban development. Solid understanding of project management principles, value engineering, and risk assessment related to cost and schedule. Strong analytical, numerical, and problem-solving skills, with attention to detail and consistency in documentation. Effective written and verbal communication skills, including the ability to present complex cost information clearly to diverse stakeholders. Ability to work on-site in Heliopolis, coordinate with multidisciplinary teams, and manage multiple estimates and deadlines simultaneously. Bachelor’s degree in Civil Engineering, Construction Management, Quantity Surveying, or a related field; professional certifications in cost engineering or quantity surveying are a plus. Previous experience in a managerial or lead estimator role, including mentoring or guiding junior estimators, is highly beneficial.
