- Act as the deputy to the SHC Project Manager, supporting overall management while leading the project section. Additionally, manage the referral system and patient data coordination for ECC (Exceptional Care Committee) discussions with UNHCR.
Responsibilities:
- Deputy Manager Duties:
- Step in for the SHC Project Manager during their absence, ensuring uninterrupted project operations.
- Assist in supervising project activities, ensuring alignment with timelines and objectives.
- Collaborate with department leads to address escalated issues and propose solutions.
- Referral System Management:
- Oversee the referral system to ensure timely and effective patient case processing.
- Coordinate with referral focal points to streamline workflows and address challenges in the referral pipeline.
- Patient Data Coordination:
- Organize, verify, and analyze patient data to prepare cases for ECC review.
- Ensure patient data is presented accurately, comprehensively, and in a manner that supports decision-making by the ECC.
- Collaboration with UNHCR ECC:
- Act as the primary liaison between Mersal and the ECC for case discussions.
- Facilitate case presentations, answer queries, and address any follow-ups from ECC reviews.
- Documentation & Reporting:
- Maintain a detailed log of all referral cases, including status updates, outcomes, and feedback from ECC discussions.
- Provide regular reports to the SHC Project Manager and Medical Director on referral operations and ECC outcomes.
Position Qualifications Education & Experience:Bachelor’s degree in Medicine, Healthcare Management, Public Health, or a related field (Master’s degree preferred).Minimum 3 years of experience in healthcare project management, hospital administration, or referral system coordination.Experience in working with refugee healthcare programs, international organizations, or UN agencies is a strong advantage.Knowledge of UNHCR policies, medical case management, and referral pathways is highly desirable.Skills & Competencies:Project Management: Proven ability to manage healthcare projects, coordinate multiple stakeholders, and ensure operational efficiency.Medical & Referral System Expertise: Understanding of medical case referral processes, patient data handling, and exceptional care coordination.Data Management & Analysis: Strong ability to organize, validate, and present patient data for decision-making.Problem-Solving: Ability to assess challenges, develop solutions, and collaborate with teams to enhance referral operations.Communication & Liaison Skills: Strong interpersonal skills to engage with internal teams, hospital partners, and UNHCR’s ECC.Reporting & Documentation: Experience in preparing structured reports, case logs, and operational summaries for high-level discussions.Leadership & Teamwork: Ability to supervise teams, delegate tasks, and step in as the acting Project Manager when required.Technical Proficiency:Proficient in Microsoft Office (Excel, Word, PowerPoint) and database management tools.Experience with medical records systems or referral tracking platforms is an advantage.Familiarity with digital reporting tools for case management.Languages:Proficiency in English and Arabic (both written and spoken) is required.Knowledge of additional languages spoken by refugee populations (e.g., French, Tigrinya, Somali) is a plus.
