Integrated Solutions Consultancy is looking for a Forensic Delay Analyst at a mid-to-senior level to join our construction project management team in CAIRO. In this r ole, you will provide expert analysis on project delays and support our clients in managing claims and disputes. The ideal candidate will have a strong construction background, proven experience in forensic delay analysis, and the ability to clearly communicate findings to stakeholders. You will work on high-profile projects across the Middle East, investigate delays, prepare extension-of-time claims, and contribute to dispute resolution efforts, while ensuring projects meet their time-related contractual obligations.
Key Responsibilities
- Perform detailed forensic analysis of project schedules to identify delay causes and their impact on the critical path using industry-standard delay analysis methodologies. This includes investigating project timelines, sequencing, and milestone slippages to determine the root causes of delays.
- Prepare and/or defend Extension of Time (EOT) claims by conducting critical path analyses and developing clear narrative justifications for time entitlements.
- Make sure that each claim establishes a credible cause-and-effect linkage between delay events and project outcomes while highlighting our client’s entitlement to extensions.
- Compile and write high-quality forensic delay analysis reports that clearly explain delay events, their chronology, and quantification of impacts on the project schedule.
- Work closely with project managers, planners, and site teams to gather relevant project data (contracts, schedules, progress reports, correspondence) and identify delay events for analysis.
- Advise project teams on schedule mitigation or recovery options and assist in updating schedules to reflect agreed mitigation measures.
- Review baseline schedules and schedule updates (including recovery or acceleration programs) for logic, accuracy, and feasibility.
- Identify any errors or anomalies in contractors’ schedules and provide recommendations to correct them.
- Assist clients in evaluating delay notices and claims submitted by contractors.
- Preparing responses or determinations in line with contract provisions.
- Support the dispute resolution process by providing expert delay analysis input during negotiations, mediations, or arbitration/litigation proceedings. This involves working with or as an expert witness, performing fact-finding and detailed analysis of delays, and presenting findings to lawyers or tribunals as needed.
- Assist in the preparation of expert reports and exhibits for formal dispute forums.
- Work proactively to minimize disputes by engaging in early identification of potential delay issues. Consult with both clients and contractors to facilitate amicable resolution of time-related claims whenever possible.
- Provide guidance on contract notice requirements and time-bar clauses. and helping ensure all parties adhere to contractual processes for delay and claim notifications.
- Attend project and commercial meetings to report on schedule status and delay issues. Provide training or mentorship to junior planners in forensic analysis techniques. Stay updated on the latest industry best practices in delay analysis and incorporate them into ISC’s methodologies.
Bachelor’s degree in Civil Engineering, Construction Management, or a related field is required. (An advanced degree or professional membership in a relevant industry body – e.g. RICS, CIOB, PMI – is advantageous but not mandatory.A minimum of 5–10 years of experience in construction project planning and controls, with at least 5 years dedicated to forensic delay analysis/claims roles.Strong background in the construction industry (e.g. engineering, project management) with direct involvement in analyzing project delays, preparing claims, and supporting dispute resolution.In-depth knowledge of delay analysis techniques and principles. Hands-on experience with both prospective and retrospective delay analysis methods (such as Time Impact Analysis, Window Analysis, As-Planned vs. As-Built, etc.), including understanding the assumptions, advantages, and limitations of each method.Proven ability to perform independent critical path analyses and assess concurrency and entitlement.Advanced proficiency in Primavera P6 is essential. Skilled in using other scheduling and project control software such as Microsoft Project or Asta Powerproject. Comfortable working with Excel and other analytical tools to model delays and prepare data for reports.Familiarity with standard forms of contract commonly used in the Middle East (e.g. FIDIC conditions of contract) and their time-related clauses.Ability to interpret contractual requirements for notices, time bars, and claims submissions.Excellent written and verbal communication skills. Capable of distilling complex delay analyses into clear, concise reports and explanations for clients, contractors, and legal professionals. Effective presenter, able to articulate findings and defend analyses under scrutiny.Fluency in English is required for report writing and client interaction. Arabic language skills are a valuable plus (beneficial but not essential).The ability to work in a multi-cultural environment and communicate across diverse teams is important.High attention to detail and strong analytical thinking. Ability to work under tight deadlines and handle multiple claims. Ethical and impartial mindset, especially when acting as an independent analyst in dispute situations.
