To contribute to operational staffing needs of the MSF movement, globally in compliance with MSF recruitment principles, criteria, policies and procedures:
- Recruiter is responsible to recruit the future International Mobile staff resident in Lebanon and Egypt for MSF field positions;
- Contribute towards recruitments from the diversity, inclusion and equity (DEI) lens agreed upon for MSF Lebanon.
- Recruiter actively explores creative ways of attracting and sourcing candidatures and builds a network of key stakeholders for our recruitments
- Accountable for following the recruitment process end to end and contibuting towards data analytics.
Contribution towards regional and local recruitment needs from time to time.
- Efficiently process applications received for the international mobile staff pools
- Implement and lead the recruitment process of International Mobile Staff profile according to the needs, and manage all steps of the recruitment process according to the criteria laid out by the technical and HR departments;
- Ensure qualitative and timely screening, and follow-up on the applications that arrived through the i nternal Applicant Tracking System (HERO software), meet deadlines for contacting the candidates and providing them with appropriate information on their file status; by providing constructive feedback to all the candidates who have gone through the selection process, whether they are ultimately selected or not;
- In a timely manner, write reports of the pre-screen interview and the Assessment Centre (AC) and Competency Based Interview (CBI) done, as well as the reference check, criminal record verification; and add any information and document needed in HERO to make the file as comprehensive
- Once an individual is recruited, conduct a qualitative debriefing of the interview with the candidate and look for potential matching for operational staffing needs.
- Contributes to improved applications atrracting and sourcing (both offline and digital platforms)
- Explore the Lebanese and Egyptian job markets and identify the specific potential of the market in regards of MSF International Mobile Staff needs.
- Create a network (universities,alumni bases, professional syndicates…) to advertise the job vacancies and opportunities to join the International Mobile Staff pools to relevant potential applicants.
- Contribute towards recruitment focused on DEI & high quality recruits
- Contribute towards the DEI ambitions of the office and improve the diversity of the pool
- Focus on recruitment of high quality pool members, with special emphasis on behavioral commitments of MSF
- Contributes to reporting and analysis, and to the office
- Quarterly data analysis and compilation of trends in term of recruitment, needs and market trends.
- Contribution to general HR Reporting and statistics.
- Involvement with development advisors and other recruiters (& pool managers if needed) in the analysis of the pool to make sure MSF’s future needs will be fulfilled.
- Under the request of the HR director, takes-on extra projects that contribute to improving talent management of our field staff.
- Is the focal point of the Institutional office in Cairo,Egypt
- Development Advisor Support (gap filling, as and when needed)
- Regularly reviews annual HR pool targets in collaboration with pool managers and with support of line manager, and ensures timely & quality matching of operational/field needs globally.
- Maintains a strong rapport, guides the hiring managers through the talent management process where needed to ensure positions are filled on time. Ensures communications between applicants, hiring managers and others to keep all parties apprised of the status of each search.
- Maintains regular contact with field workers/IMSs before, during and after missions and supplies them with adequate support and advice.
Works to ensure the completion of the end-of-mission evaluations to ensure career management, offering career advice and plans, keeps field workers informed about available trainings and retention efforts.

Minimum a BA degree in HR/Admin, Psychology or related social science.
