Supervision and Task Distribution:
- Oversee the activities of the Mechanical Technical Studies team and assign tasks among the department engineers.
- Ensure tasks are completed with high quality and accuracy, and that proposals are submitted on time.
Preparation of Technical Inquiries:
- Collaborate with the team and the Technical Studies Manager to prepare technical inquiries required by the client.
- Review and ensure the completeness and accuracy of inquiries before sending them.
Bid and Tender Management:
- Complete and review bill of quantities within the tender documents.
- Respond to inquiries from the financial and technical evaluation committees related to mechanical works.
- Follow up on the opening of the financial bid after technical acceptance.
Supplier Selection:
- Identify suitable suppliers for each mechanical item based on technical specifications.
- Monitor technical and financial proposals from suppliers, ensuring they match specifications.
Preparation of Request for Quotations (RFQs):
- Send RFQs specific to mechanical items in collaboration with the team.
- Communicate with suppliers to ensure receipt of comprehensive technical and financial proposals.
Design and Drawing Preparation:
- Prepare technical drawings and designs as needed, ensuring they meet project requirements and specifications.
Pricing and Cost Estimation:
- Prepare preliminary project pricing tables and review them.
- Review supplier proposal prices and negotiate for price reductions to improve bid competitiveness.
Cost and Proposal Preparation:
- Calculate the direct costs for required tender works, including supply, transportation, installation, and operation.
- Prepare and review the technical proposal with the technical specifications to ensure all required documents are included.
- Present the total cost calculations after agreeing on administrative expenses and profits with the department manager.
File Review and Submission:
- Review mechanical technical files before submission to the client.
- Review the final technical and financial proposals and ensure they meet requirements and specifications.
Training and Competency Development:
- Train new engineers on work fundamentals, tender processes, and pricing.
- Provide a clear explanation of mechanical items, how to prepare technical files, and how to understand and specify technical requirements.
Supplier Communication:
- Communicate with suppliers to resolve technical issues in proposals and negotiate for price reductions if necessary.
Technical Proposal Evaluation:
- Review supplier technical proposals and ensure they meet project technical specifications.
- Send feedback on non-compliant proposals and negotiate with suppliers to improve them.
Technical Management:
- Manage all activities related to technical studies for mechanical works, ensuring they are executed at the highest quality levels.
- Coordinate with other departments, such as planning and follow-up, to ensure work is executed accurately and efficiently.
Bachelor's degree in Mechanical Power Engineering or a related field.A minimum of 5 years of experience in technical and engineering studies, particularly in the mechanical projects sector.Experience in studying and analyzing mechanical bids and tenders.Experience in dealing with suppliers and agents, and preparing technical and financial proposals.
