Officer, CCLEAR Monitoring and Evaluation, CARES, Grant Position

Reports to: Senior Project Director


Purpose: Housed under The American University in Cairo’s (AUC) Center for Applied Research on the Environment and Sustainability (CARES), Cairo Center for Learning and Excellence on Adaptation and Resilience’s (CCLEAR) main goal is to enhance African practitioners' and leaders' knowledge and leadership in addressing climate change most pressing challenges by fostering expertise in adaptation and resilience. This will be accomplished by building a cadre of resilience and adaptation-trained African practitioners and leaders to address the greatest challenges of climate change by offering state-of-the-art teaching, learning, and knowledge sharing among experts and stakeholders. The holder of this position will oversee the comprehensive monitoring and evaluation system for the CCLEAR project. He or She will lead the collection of both qualitative and quantitative data to track the project progress, identify challenges, and facilitate necessary adjustments for success. Collaborating with the CCLEAR team and an external evaluator, he or she will be responsible for data collection, analysis, and semi-annual progress reporting.


Responsibilities:

● Utilizes various data collection methods; including key stakeholder interviews with project staff, partners, and beneficiaries, focus groups involving project participants, and surveys to gather quantitative data on progress and impact

● Tracks project progress in terms of outputs, outcomes, and impacts; outputs measured by completed activities, outcomes quantified by observed changes resulting from project activities, and impacts measured by long-term effects of the project

● Analyzes collected data using descriptive and inferential statistics

● Identifies areas for improvement based on analysis results

● Regularly reports findings to inform decision making and ensure project alignment with objectives

● Coordinates with the external evaluator at project end to assess overall impact

● Establishes a robust quality control framework for organization courses

● Develops necessary quality control procedures, manuals and guidelines

● Implements feedback mechanisms to assess course effectiveness and impact

● Performs any other related duties as assigned


Requirements:

Minimum Education Requirements:

● Bachelor’s degree in economics, public administration, sustainable development, engineering or a relevant field

● Master’s degree in sustainable development is a plus


Experience:

● At least five to seven years of experience in the design and implementation of Monitoring and Evaluation or Management of Information Systems in development projects, with a preference for grant-related projects

● Experience using data analysis packages such as SPSS database management systems, preferably Access and Excel

● Experience in developing and coordinating data collection, processing and analysis systems

● Experience in stakeholder management is a plus

● Extensive experience with monitoring program implementation using qualitative and quantitative approaches


Skills:

● Understanding of qualitative and quantitative approaches in social science research

● Excellent understanding of the environment and social safeguard policies and procedures of multilateral organizations will be an advantage

● Theoretical and practical knowledge of impact evaluations

● Proficient in information technology, Microsoft Word, PowerPoint, Excel, web browsers, and database applications

● Strong verbal and written communication skills with fluency in English

● Proficiency in Arabic is a must

● Fluency in French is a plus

● Knowledge of data analysis packages such as SPSS database management systems, preferably Access and Excel
