Overview
- Define and support implementation of short, medium and long term HSE objectives
- Enhance the performance and development of HSE culture within the Plant through the promotion and management of the site and Plant HSEIP
- Ensure compliance and adherence to Holcim HSMS and applicable HSE local laws
- Provide expert advice on related HSE issues to ensure sustainability, continuous improvement & cost-effectiveness
- Coach, guide and challenge the Unit management team/ExCo HSE leadership approach
- Monitor and follow up effectively group and country HS KPI’s
Responsibilities
Leadership:
- Assist line managers to visibly demonstrate their commitment and leadership through their activities
- Actively involve to ensure Health and Safety performance is embedded in performance management process as for career progression
- Responsible of conducting governance agenda for Business unit aligned with group HSE operating model and Country HSEMS
- In-line with the Country business strategies, assist the Plant Manager to define Sites HSE strategy and priorities by applying the Risk Based Approach
- Influence line managers to set systematic dynamics to engage all employees in Health & Safety improvement efforts
- Advise individuals to stop a task which is deemed unsafe and take the necessary means to correct the situation
- Monitor compliance of management team in leading indicators i.e. VPC, BOG App compliance
- Set yearly HS individual objective of all employees.
- Monitor Air emissions and coordinate with plant leadership the improvement plans to meet the local laws requirements the group net zero strategy.
- Takes full ownership on plant’s environment management systems including water management, pollution prevention, internally produced waste, energy savings and Dust (Nox , Sox and other produced pollutants)
Compliance:
- Ensure Holcim HSE Standards and Advisories, Core Process Risks and any potential hazards (ex. physical, biological or chemical agents, which are not covered by a standard) is being addressed properly
- Take necessary measures to ensure risk assessments are carried out systematically by competent people, addresses condition, task and learning.
- Contribute in developing systems and resources to ensure that in emergency events our people, the public, the environment, our assets and our reputation are protected from harm
- Responsible of compliance, monitoring and auditing regarding Critical Control Management (CCM) Program, Process Safety program (PSM) and identifying champion within the Business unit ensuring their capabilities and proper understanding of Holcim requirements
- Provide feedback for any change management which could associate design and procurement (ex. technical modification, change of organization, HSE reference, new job position, introduction of innovation… etc.)
- Record accidents & incidents on Group Risk Management database (“Care Index”) at required timescale
- Involve in investigations, root cause analysis and preventive action including follow up. This includes the use of HSE Operational Matrix to ensure best available preventive action is chosen
- Ensure Complying with all applicable laws and regulatory and report any violation to top management
- Group Reporting Monthly KPI (Lagging & Leading Indicator) up for the company & For the Country and for SAP reporting
- Assess and lead the BU to be certified in ISO 45001 and maintaining certification
- Support and liase with Road safety ensuring Safe fleet operation
- Competency & communication:
- Ensure HSE competency is part of job profiles, and is assessed during the recruitment process
- Develop and update professional induction, orientation and qualification programs for hazards Identification and risk management based on legal and group requirements for all stakeholders.
- Ensure employees, managers and contractors are competent to work safely and manage Health and Safety in their area.
- Contribute in setting effective communication process to engage workforce and external bodies (when required) and the key subjects covered include: Policy & Rules, Standards & Advisories, performance, progress
- Develop HSE competency matrix to technical personnel to enhance safety knowledge and awareness
- Crate Career Development plan for HS team to enhance technical competency
- Introduce and manage Mobile application effectively; set target to all levels of employees and include it in Plant HSE objective
Continuous Improvement:
- Design and implement necessary systems for creating, distributing and controlling documents and records prepared in support of Health and Safety requirements
- Ensure documents and records management systems comply with regulatory requirements on data protection, medical confidentiality and document retention
- Manage HSE inspections and internal HSMS audits considering line management involvement
- Ensure all preventive action plans are implemented timely and effectively.
- Monitor the emission on hourly basis and take the needed action to prevent impacting negatively on environment.
- Lead a sustainable housekeeping change
- PERFORMANCE CRITERIA (quantitative and qualitative):
- Set Leading and Lagging KPIs
- Demonstrable advancement of the Country/Plant HSIP
- Actions and progress follow-up
- A continuous improvement culture driving HSE performance improvement
- Mobile application implementation and effective closure
- Group HS audit results
Qualifications:
Education:
- Bachelor of engineering.
- Masters of Business Administration – Project management / Nebosh Certification is a plus.
Technical Skills:
- HSE technical experience and NEBOSH IGC certification is a plus
- Experience of field HSE audit
Experience:
- Minimum 10 Years’ experience of which 5 years in a managerial position in industry or Line Management
- Heavy Industry Background
- Knowledge/experience on operations of Cement will be an advantage
