Program background:

the project Supported by (GIZ), Empowering Local Communities to Support for Social Change in Selected Governorates in Egypt (ECSDI) is an 18-month, project that aims at enhancing the inclusion and empowerment of PWDs including those with physical impairment, visual impairment and hearing impairment. 

The ECSDI will be implemented in 3 selected governorates (Cairo, Alex and Asuit). The project will be co-implemented by Misr EL Kheir Foundation and a group of partner NGOs in these governorates.

Mission Objective:

The aims at enhancing the inclusion and empowerment of PWDs including those with physical impairment, visual impairment and hearing impairment. Through a set of interrelated activities, the project was designed to target PWDs, their families, people directly dealing with them as well as community organizations prompting and advocating for rights of PWDs. 

Overall Objective: Empowerment of youth, women and PwDs in society,and strengthening the capacityof target PwDs-NGOs for more inclusive and enabling communities.

Project Specific Objectives:

  • S.O.1. Create inclusive accessible environment for PWDs in MOSS rehabilitation offices, community schools and Youth Centers.
  • S.O.2. Develop PWDs life skills that heavily impact their quality of life.
  • S.O.3. Raise awareness on proper interacting with PWDs among their families and people dealing with them.
  • S.O.4. Promote role of NGOs working with PWDs and Enhance their capacities;

Responsibilities:

  • Responsible for carrying out all financial procedures related to the project.
  • Follow-up the implementation of technical activities in accordance with the approved financial plan and budget and prepare periodic financial reports for the project manager while ensuring that the documents attached to the reports are prepared and processed in an orderly manner.
  • Follow-up and communicate with the accountants of grassroots associations in the financial aspects of contracts, budgets and settlements in coordination with the project manager.
  • Provide the necessary technical support to the accountants of the base associations for all accounting transactions of the project.
  • Follow-up and communicate with the donor on the financial aspects of contracts, budgets and settlements in coordination with the project manager.
  • Managing the project's bank account and obtaining periodic disclosures (Bank Reconciliation).

 

 

  • Preparation of the project financial reports.
  • Coordination with the relevant departments regarding procurement, employment contracts and employees' insurance and taxes.
  • Identify errors and suggest ways to improve efficiency and spending.
  • Supervise the implementation of financially planned plans, programmers and policies, and ensure that implementation.
  • The procedures and policies of the institution in all its dealings with the procedures and policies of the project, in accordance with the protocol, shall be compatible.
  • Review the monthly detailed list of transactions related to the EU projects, make recommendations for any adjustments if necessary to ensure correct accounting records and budget availability. Coordinates the budget preparation process with Project Manager, and ensures the compilation of appropriate budget information.
  • Check unit rate calculation and eligible costs before approving expenditures on monthly basis with Donor’s accounting system.
  • Review and recommend amendments to procedures for the success of projects and provide all direct support to internal and external auditors to ensure compliance. 
  • Ensure financial information and interim reconciliations of donors by updating the database backups on the accounting system and records.

 

 

 


Bachelor's degree in Accounting.5+ years of working experience in finance and accounting management, particularly inbudgeting, with international NGOs is desirable, Experience in implementing and monitoring the compliance of finance and accounting system, policies and procedures, preferably the context of an international organization and Experience of working in multi-cultural environment is an advantage.Thorough understanding of local finance and accounting systems and laws and regulations, knowledge of international finance and accounting standards (IFRS), Good understanding of finance and accounting practices in NGOs in Egypt.Good knowledge of EU requirements such as reporting and regulations.General Skill as Communications and negotiation, Networking, teamwork and interpersonal skills.Working under pressure of deadline and Capable of working with minimum supervision.Excellent in written and spoken EnglishExperience with general ledger functions and the month-end/year-end close processAdvanced MS Excel skills including Vlookups and pivot tablesAccuracy, timeline and attention to detail.
