Program background:

the project Supported by (GIZ), Empowering Local Communities to Support for Social Change in Selected Governorates in Egypt (ECSDI) is an 18-month, project that aims at enhancing the inclusion and empowerment of PWDs including those with physical impairment, visual impairment and hearing impairment. 

The ECSDI will be implemented in 3 selected governorates (Cairo, Alex and Asuit). The project will be co-implemented by Misr EL Kheir Foundation and a group of partner NGOs in these governorates.

Mission Objective:

The aims at enhancing the inclusion and empowerment of PWDs including those with physical impairment, visual impairment and hearing impairment. Through a set of interrelated activities, the project was designed to target PWDs, their families, people directly dealing with them as well as community organizations prompting and advocating for rights of PWDs. 

Overall Objective: Empowerment of youth, women and PwDs in society,and strengthening the capacityof target PwDs-NGOs for more inclusive and enabling communities.

Project Specific Objectives:

  • S.O.1. Create inclusive accessible environment for PWDs in MOSS rehabilitation offices, community schools and Youth Centers.
  • S.O.2. Develop PWDs life skills that heavily impact their quality of life.
  • S.O.3. Raise awareness on proper interacting with PWDs among their families and people dealing with them.
  • S.O.4. Promote role of NGOs working with PWDs and Enhance their capacities;

Job Purpose

Under the supervision of the Program Manager, ECSDI, the Project Officer will be responsible for assisting with implementing the project's objectives through effective day-to-day work of the project's activities and operations. The Project Officer's main responsibility is to assist in executing the planned activities according to the project plan while ensuring effective management of the project resources, the implementing partners, and the donor. In addition to maintaining all documents and files related to the project in all aspects and providing technical and operational reports on the project's activities.

 

The Project Officer must establish a good working relationship and communicate effectively with key stakeholders, including the government and other development partners. S/he will work closely with the Program Manager to manage the assigned budget, including planning and managing expenses and financial reporting, external consultant(s), and service providers and undertaking several other administrative tasks as required.

The project is implemented outside Cairo, and the role will require frequent travel to other governorates.

 

Key Accountability Areas

  •  Responsible for the planning of the project from the detailed and in a phased manner, ensuring that the overall objective, objectives and results of the project are on track.
  •  is responsible for all activities, events, partnerships and trainings within the project.
  •  Preparation, review, submission and review of the project's monthly/or progress/final reports with donors. 
  •  Develop systems and criteria for the selection of staff in the project according to its needs.
  •  always distribute roles and responsibilities and ensure that they are well articulated among the project's personnel.
  •  Responsible for archiving project documents and technical and financial reports
  •  develop the marketing plan for the project and follow up its implementation.
  •  Monitor and evaluate the performance of all individuals and employees to ensure that they submit their roles in accordance with the overall plan and detailed plans of the project.
  •  ensure that financial operations are conducted in a manner consistent with the proposed plan and budget and that the reports submitted are adequate in all areas.
  •  ensure that the support of accountants and coordinators for activities on the ground is followed up.
  •  Project’s representation in meetings with donors or information programmers and conferences.

A bachelor's degree in a relevant field is required. Gender/ or general development studies would be an advantage.   5 years of experience working in project/operation support in development, focusing on Empowerment of youth, women and PwDs in society, and strengthening the capacity of target PwDs-NGOs for more inclusive and enabling communities. Excellent English and Arabic language skills, both spoken and written Knowledge of financial planning, budgeting, monitoring & evaluation and reporting for internationally funded projects.
