Job Details

Full supervision of procurement and warehousing operations to ensure that the university’s needs for items, services and supplies are met with the required efficiency and quality and in a timely manner, while achieving the best use of financial resources, and ensuring the application of regulations, policies and procedures governing procurement, warehousing and inventory control.


Job requirements

A suitable higher university qualification.

Postgraduate studies or professional certifications are preferred.

21+ years of practical experience in procurement or supply, including relevant managerial experience.

Advanced knowledge of procurement management, suppliers, contracts, and financial and administrative regulations.

Experience in implementing electronic systems for warehouses and inventory.


Key responsibilities and duties

Procurement and Contracting Management

Developing estimated procurement plans and budgets based on the needs of different departments.

Preparing and implementing annual procurement plans according to the needs of different departments.

Supervising procurement procedures, tenders, practices and contracts in accordance with applicable regulations.

Reviewing purchase requests and ensuring they match actual needs and the approved budget.

Negotiate with suppliers to obtain the best prices, quality and supply terms.

Evaluate, approve, and monitor the performance of suppliers on a regular basis.

Review purchase orders and contracts before approving them.

Monitoring the supply of items and ensuring compliance with specifications and delivery dates.

Working to rationalize spending and achieve economic efficiency in purchasing operations.

Coordination with the financial, legal and technical departments regarding contracts and procurement.

Warehouse management and inventory control

Supervising all warehouses belonging to the institution or university.

Monitoring the receipt, disbursement and storage processes in accordance with the approved procedures.

Ensuring that security and safety rules are applied inside the warehouses.

Supervising periodic and annual inventory operations and addressing discrepancies.

Monitoring inventory levels and ensuring there are no shortages or overcrowding.

Setting minimum and maximum limits for strategic items.

Monitoring the validity of stored materials and methods of preservation.

Supervising the implementation of electronic systems related to warehouses and inventory.
