Job Summary The Smart Infrastructure Technical Director is responsible for leading and managing the full technical lifecycle — engineering, implementation, integration, testing, commissioning, and handover — of all Smart Infrastructure and ELV systems across multiple concurrent projects. This includes Video Management Systems (VMS/CCTV), Access Control, Security Systems, Data Networks (structured cabling, IP networking, fiber), Video Analytics, Data Center (DC) infrastructure preparation, BMS, IoT platforms, Smart Cities and other related low-voltage systems. The role ensures systems are designed, implemented, and commissioned in accordance with project specifications, client requirements, applicable standards, and manufacturer recommendations while delivering projects safely, efficiently, and within schedule.
Key Responsibilities Engineering & Design Oversight• Review and validate system design, engineering drawings, schematics, and technical specifications across all disciplines (VMS, access control, security, networks, video analytics, DC infrastructure, IoT).• Support detailed engineering, BOQ/BOM validation, and technical submittals during design development.• Ensure designs align with project requirements, applicable codes/standards, and manufacturer guidelines prior to implementation.• Review and approve shop drawings, as-built drawings, and method statements. Implementation & Installation Management• Lead and oversee implementation and installation activities across all running projects, ensuring adherence to approved designs and technical standards.• Coordinate site engineering teams, contractors, and vendors during rollout of systems infrastructure.• Monitor installation quality, workmanship, and technical compliance throughout execution.• Manage technical resourcing and prioritization across multiple concurrent projects.
Commissioning Management• Lead and manage all testing and commissioning activities from planning through project handover.• Develop commissioning plans, testing procedures, and commissioning schedules aligned with project milestones.• Monitor commissioning progress across all sites and ensure timely completion of milestones.• Coordinate commissioning resources and support multiple projects simultaneously.
Technical Leadership• Provide technical leadership and guidance to design, implementation, site, and commissioning engineers across all system disciplines.• Troubleshoot technical issues at any stage — engineering, implementation, or commissioning — and drive effective resolution.• Act as the technical escalation point for complex, cross-system issues.• Ensure compliance with manufacturer recommendations, project specifications, and industry best practices.
Systems Scope, Testing & Integration• Oversee engineering, implementation, testing, and commissioning of Smart Infrastructure systems including: Video Management Systems (VMS) / CCTV, Access Control, Intrusion Detection & Security Systems, Data Networks (structured cabling, IP networking, fiber optics), Video Analytics, Data Center (DC) infrastructure preparation, IoT platforms and devices, Fire Alarm, Public Address & Voice Evacuation, Intercom, AV, and Parking Management.• Lead Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), Functional Testing, and Integrated System Testing (IST).• Oversee integration with BMS, HVAC, Fire Alarm, Security, and other third-party or building systems.• Validate end-to-end system performance, cybersecurity/network readiness, and functionality prior to client handover. Documentation & Handover• Review and approve engineering submittals, commissioning reports, testing records, as-built drawings, and O&M manuals.• Ensure completion of punch list items and preparation of final handover documentation.• Support client demonstrations, operator training, and final project acceptance.
Stakeholder & Quality Management• Coordinate with clients, consultants, contractors, vendors, and internal project teams across all project phases — from engineering through handover.• Ensure compliance with project specifications, quality standards, HSE requirements, and relevant international codes and standards.• Participate in design reviews, progress meetings, and provide regular technical/commissioning status updates across all running projects.
Qualifications• Bachelor’s Degree in Electrical Engineering, Electronics Engineering, Communications Engineering, or a related discipline.• Professional certifications such as PMP, BICSI, NICET, RCDD, ATD, CCNA/CCNP, or relevant manufacturer certifications (VMS, access control, networking) are considered an advantage.
Experience• 13–17 years of experience in ELV / Smart Infrastructure systems, spanning design, implementation, and commissioning.• Minimum 5 years of experience in a Technical Manager, Commissioning Lead, or similar leadership role overseeing multi-discipline systems.• Experience in Data Centers, Critical Facilities, Commercial Buildings, Airports, Hospitals, or large-scale infrastructure projects is highly preferred.
Technical Skills• Strong knowledge of ELV systems across the full lifecycle: engineering, implementation, testing, commissioning, and system integration.• Hands-on experience with structured cabling, IP networking, fiber optics, and data center infrastructure.• Working knowledge of VMS/CCTV, access control, security systems, video analytics platforms, and IoT architectures.• Ability to interpret and validate engineering drawings, specifications, and testing procedures.• Proficiency in Auto CAD, Microsoft Office, and project management tools such as MS Project or Primavera.
