HR Services Manager

Anglo Gold Ashanti acquired the Sukari gold mine in Egypt through the acquisition of Centamin plc in November 2024. Sukari is owned in partnership with the Egyptian Government.

Sukari is located approximately 750km from Cairo and 25km from Marsa Alam on the Red Sea. First gold was poured in June 2009 and commercial production began in April 2010, making Sukari the first modern gold mine in Egypt, a country which in ancient times was a prolific producer of the precious metal. Sukari conducts both open-pit and underground mining operations, each employing specialised mining methods tailored to the orebody characteristics and operational requirements.

The Role

The HR Services Manager is responsible for leading the organization’s employee relations, industrial relations, policy management, workplace investigations, workforce compliance framework, payroll oversight, and HR systems governance. This role ensures the delivery of efficient, compliant, and employee-centric HR services while maintaining constructive relationships with employees, unions, worker representatives, and business leadership.

The Key Responsibilities

Employee Relations & Industrial Relations:
Lead and manage all employee relations matters across the organization, ensuring fair, consistent, and legally compliant practices. Advise leaders and HR teams on disciplinary actions, grievances, misconduct, absenteeism, workplace conflicts, and employee complaints. Lead relationships with labor unions and employee representative bodies. Support collective bargaining activities, labor negotiations, and industrial relations consultations. Manage industrial disputes and support workforce continuity during labor disruptions or escalations. Provide operational insights and employee relations perspectives to support the continuous improvement of HR frameworks and organizational policies. Partner with Legal, Compliance, Security, Internal Audit, Finance, and IT teams on high-risk matters and governance initiatives. Support organizational crisis management activities related to workforce disruptions, strikes, employee unrest, payroll crises, security incidents, or operational emergencies. HR Policies, Governance & Compliance:
Develop, review, and implement HR policies, procedures, and workplace guidelines aligned with labor legislation, governance standards, and international best practices. Support the implementation and localization of global HR policies, systems, and programs while ensuring compliance with local labor laws. Act as a key operational liaison between HR services, business leadership, and COEs to ensure seamless execution of HR initiatives. Partner closely with global and regional HR COEs to align local HR operations with enterprise-wide frameworks and strategic initiatives. HR Information Systems & Payroll:
Oversee payroll governance to ensure accurate and timely salary processing in compliance with labor laws and company policies. Oversee HRIS teams responsible for system administration, reporting, workflow management, data integrity, and user support. Expats Work Permits Delivery & Compliance:
Ensure 100% compliance regarding expat work permits and social insurance by closely managing the HR coordinators handling the expat employment and permitting process.

Leadership & Team Development:
Lead, coach, mentor, and develop multidisciplinary HR teams across Employee Relations, Payroll, HR Services, and HRIS functions. Foster collaboration, accountability, operational excellence, and a customer-focused HR service culture. What We Are Looking For
Required Qualifications & Experience:
Education: Bachelor’s degree in Human Resources, Business Administration, Law, Information Systems, Industrial Relations, or a related field. Preferred Education: Master’s degree or professional HR certification (CIPD, SHRM, HRCI, SAP Success Factors Certification, or equivalent) is preferred. Specialized training in labor law, investigations, compliance, payroll governance, or HR systems is an advantage. Years of Experience: 10–15 years of progressive HR experience. Core Experience Track Record: * Strong experience in Employee Relations, Industrial Relations, HR Operations, Payroll Governance, and HRIS management. Proven experience leading multidisciplinary HR shared services teams. Experience managing SAP Success Factors or enterprise HR systems within complex organizations. Experience managing unions and collective bargaining environments is strongly preferred. Experience handling complex investigations, workforce crises, and operational HR governance. Experience within aviation, oil & gas, energy, mining, manufacturing, logistics, or large operational environments is highly preferred. Required Knowledge & Skills:Thorough understanding of labor laws and employment regulations in Egypt, alongside industrial relations and union management practices. Deep knowledge of SAP Success Factors, HR technology platforms, workplace investigations, and disciplinary frameworks. Strong background in HR services, payroll governance, policy drafting methodologies, ethics, compliance, and organizational governance principles. Proven capability in workforce analytics, HR reporting practices, lean process improvement, automation, conflict resolution, and case management. Strong analytical, data management, organizational, time-management, and effective communication skills for interfacing with employees and management across operational areas.
