Roles & Responsibilities
1. Reporting and Coordination
1.1. In close coordination with the IBG Government Liaison Consultant and National Project Officers, the consultant will report to the Senior IBG Programme Manager.
1.2. Participate in coordination meetings with IOM, contractors, and Government officials.
1.3. Advise IOM and Government of Egypt counterparts on engineering, construction quality, and infrastructure requirements.
1.4. Conduct regular site visits and technical inspections for construction and renovation works in coordination with IOM Government Liaison Consultants, National Officers and the Senior IBG Programme Manager.
2. Assessment, Planning, and Technical Recommendations
2.1. Conduct technical assessments of existing facilities and infrastructure, as required, to evaluate structural, electrical, safety, and functional requirements in accordance with applicable standards, regulations, and operational objectives.
2.2. Develop an inception report outlining methodology and workplan.
2.3. Provide technical recommendations to inform project planning and decision-making, including the identification of key challenges and technical constraints that could impact project deliverables.
2.4. Develop architectural and engineering design documentation, in coordination with the construction contractor, including technical drawings, layouts, and specifications for relevant facilities, and revise and update such documentation as necessary.
2.5. Prepare Bills of Quantities (BoQs), technical specifications and plans for the construction, refurbishment and equipment-related works, including cost estimates and budgets for construction, refurbishment and installation activities.
2.6. Provide technical inputs into the preparation of solicitation documents, including design documentation (technical specifications, layouts and drawing) and evaluation criteria.
3. Construction Oversight and Quality Assurance
3.1. Oversee and monitor construction, refurbishment, and equipment installation, in compliance with approved design documentation, specifications, timelines, and quality standards.
3.2. Review contractors deliverables, materials, work methods, and progress against schedules.
3.3. Identify construction defects, risks, or deviations and recommend corrective actions.
3.4. Provide technical reports with findings, recommendations, and progress assessments.
3.5. Develop periodic site inspection reports (weekly/bi weekly/monthly depending on agreement), as well as quality assurance reports with identified issues and recommended corrective actions.
3.6. Complete the assessment and certification report.
4. Commissioning, Handover and Warranty Support
4.1. Support commissioning of the works / facilities, including verification of systems functionality, testing and readiness for operation, and coordinate with contractors and the owner to ensure proper completion of commissioning processes.
4.2. Support the handover of the objects: verify the preparation and transfer of all technical and other related documentation, and coordinate with contractors and the owner to ensure a timely and complete handover.
4.3. Oversee the 12-month warranty period, including monitoring completed works for defects after acceptance, coordinate repairs with contractors, maintain documentation.
5. Programme Support
5.1. Provide expert technical guidance to facilitate timely and effective implementation of IOM projects under the IBG programme, as well as contribute to the planning and quality assurance of broader IBG programme activities related to construction.
5.2. Ensure that works support long-term functionality and operational readiness for rights-based border management capacities.
5.3. Provide technical inputs to project documentation, donor reporting, and handover processes as required.
5.4. Undertake relevant duty travel for the implementation of programmatic activities, as requested.
5.5. Any other related tasks as requested by IOM Egypt mission management, Senior IBG Programme Officer and/or IBG Liaison Coordination Consultant.
6. Risk Management, Compliance and Safeguards
6.1. Support IOM in safeguarding project financial integrity by reviewing cost estimates, validating progress-based payments, and flagging potential risks of cost overruns or unjustified claims.
6.2. Ensure contract compliance and proper documentation of technical decisions, inspections, variations, and certifications to mitigate contractual, legal, and audit risks.
6.3. Uphold IOM s zero tolerance policy on fraud, corruption, and unethical practices; report any suspected irregularities or conflicts of interest.
6.4. Comply with confidentiality, data protection, and information security requirements; treat all technical documents, drawings, and reports as confidential.
6.5. Escalate critical technical, safety, financial, or integrity-related risks to the Senior IBG Programme Manager, with recommendations for corrective or preventive actions.
6.6. Monitor and report on compliance with health, safety, and environmental standards, immediately flagging any unsafe or non-compliant conditions.
