Technical Lead - Oracle APEX & Mobile Applications
Introduction In alignment with HTS Group’s strategic growth and the continuous expansion of its digital transformation and enterprise software portfolio, the HR Department is pleased to announce an open career opportunity for the position of Digital Solutions Technical Lead – Oracle APEX & Mobile Applications. We are seeking a highly competent technical leader with proven expertise in enterprise application development using Oracle APEX and mobile technologies (Flutter), capable of leading multidisciplinary development teams and managing the technical delivery of complex digital solutions and transformation projects.
Role Summary The Digital Solutions Technical Lead will assume full responsibility for the technical leadership and governance of development activities related to HTS Group’s digital platforms and enterprise solutions. The role encompasses oversight of enterprise application architecture, Oracle APEX systems, mobile application development (Flutter), project delivery coordination, and software lifecycle management, while ensuring alignment with project objectives, quality standards, and client expectations.
Key Responsibilities* Provide technical leadership and structured supervision of development teams across enterprise application and mobile platforms.* Direct and oversee the design, development, and maintenance of Oracle APEX enterprise applications and Flutter mobile applications.* Ensure alignment between technical execution and project delivery plans, timelines, and milestones.* Govern the full Software Development Lifecycle (SDLC) including planning, development, testing, release, and deployment.* Supervise testing cycles (QA / UAT) and ensure system readiness before production release.* Manage technical environments including application servers, Oracle databases, and deployment infrastructure.* Establish and monitor structured task management and development governance frameworks.* Conduct technical architecture reviews and enforce development standards, coding quality, and security practices.* Act as the primary technical liaison with clients and project stakeholders to ensure requirements clarity and successful delivery.* Mentor and guide development team members to strengthen technical expertise and ensure continuous improvement. Qualifications & Professional Requirements* Minimum 2 years of experience in a Technical Team Lead or equivalent supervisory technical role.* Demonstrated hands-on expertise in: • Oracle APEX development environments • Oracle Database architecture and integration • Mobile application development (Flutter or equivalent frameworks) • Enterprise application architecture and integration • Software lifecycle management and release governance
* Proven experience in managing technical teams and supervising development tasks in structured environments.* Solid understanding of application servers, hosting environments, and deployment processes.* Strong leadership, organizational, and decision-making capabilities.* Excellent professional communication skills with both technical teams and client stakeholders.* Ability to manage priorities in multi-project environments and digital transformation programs.* Preferred Professional Exposure* Experience working on enterprise billing systems, ERP platforms, or utility sector solutions.* Exposure to government or large-scale digital transformation projects.* Familiarity with technical project governance and tracking tools such as Jira, Azure Dev Ops, or similar platforms.
